森林认证对我国林产品国际贸易的影响及对策研究

【摘要】 过去20年中,全球的森林问题越来越突出,森林认证促进了森林的可持续经营,但它也可被用来当作一种新的绿色壁垒。本文从木质林产品和非木质林产品两个方面对我国主要林产品国际贸易发展概况与市场进行了分析。 利用“六要素分析法”从对外贸易额及进出口数量、显示性比较优势指数、对外贸易商品结构、对外贸易地理方向、对外贸易政策、关税措施六个方面分析了森林认证对我国林产品国际贸易的直接影响;从企业竞争力、产品需求和替代产品三个角度分析了森林认证对我国林产品国际贸易的间接影响;然后,从世界主要森林认证体系分析了森林认证对我国林产品国际贸易的影响。 针对森林认证对我国林产品国际贸易的影响,结合我国的实际情况提出了七条对策与措施:充分发挥政府主管部门的作用;提高林业企业的经营、管理水平,提升国际竞争力;优化林产品的出口结构,增加林产品的技术含量和附加值;培育国内认证林产品的消费市场,间接推动我国林产品贸易的发展;建立和健全我国的森林认证贸易壁垒服务体系;控制和降低认证成本;拓展森林认证渠道,多体系并存,有效促进我国林产品国际贸易的发展。这对于推动和促进我国林产品国际贸易的良性发展具有十分重要的理论与现实意义。

【Abstract】 In the past twenty years, the forest question is more and more important. Forest certification not only promotes the forest sustainable management, but also can be used as a new green barriers .This thesis studies from wood forest products and non-wood forest products. On the basis of forest products’ production and consumption of China, this thesis analyzes status quo of China’s foreign trade in forest products.This paper discusses the direct influence of forest certification on China’s foreign trade in forest products with "the Way of Six Factors Analyzes", from the value of foreign trade the quantity of import and export RCA the commodity structure of foreign trade the direction of foreign trade foreign trade policy customs duties. And it also discusses the in-direct influence of forest certification on China’s foreign trade in forest products from business competition demand of products and substitute products, then, from the three most important forest certification systems in the world.At last, according to the influence, this thesis puts forward seven pieces of suggestion. They are making full use of the function of government departments, improving the forest enterprise’s management and promoting it’s international compete capability, improving export structure of forest products, increasing technique contain and extra value of forest products, training the consumption market of the certificated forest products and promoting foreign trade in China, building up and amplifying service system of forest certification trade barriers in China, controlling and reducing costs, opening up forest certification channels and promoting China’s foreign trade in forest products. These pieces of suggestion provide a helpful train of thought to launch forest certification in China.
