【摘要】 本文由三大部分组成。第一部分首先简单地介绍了价值工程基本概念、特点、基本原理和工作程序，然后系统地介绍了价值工程的对象选择的方法和各自适用的条件，以及对工程项目收集资料包括的各方面作了较为仔细阐述，把重点放在功能的系统分析、助能评价以及功能重要性系数的确定上，最后就是对方案的创新、评价等作了全面论述。 第二部分阐述了对砌体结构加固的理论，首先要对已有建筑物进行检测，以及检测的相关内容和步骤，从而确定结构有否加固的必要和加固遵循的原则，以便为原结构的功能指数确定奠定基础。然后提出了多种成熟的加固方法。 第三部分重点阐述了将价值工程与砌体结构加固相结合的方法，首先确定已有结构的剩余寿命作为成本指数中时间因素，然后论述了两种功能指数权重的方法：层次分析法和多目标最大距离法，从而确定不同加固方案的功能指数。最后考虑社会综合效益用修正的价值工程公式进行评价确定最优加固方案。并用实例来论证。更多还原

【Abstract】 This paper is composed of three parts. The first part has simply introduced the basic concepU characteristics. basic principle and working program of value engineering; then, has systematically introduced each method of the object option and the proper condition in value engineering, as well as information that project collect each aspect has in detail elaborated, it puts focuses on the systems analysis .function importance coefficient, and function assessment; finally it is overall discussed about project innovation and appraisement etc.The second part has elaborated the masonry reinforcement structure theory. first, detects original structure and related content, so determines structure reinforcement and the follows reinforcement principle, in order to establish foundation on the function index in original structure; then, has put forward the various mature reinforcement methods.The focal part has elaborated value engineering and masonry structure consolidate method. first, The structure surplus life is the time factor in cost index; then, has discussed the two weights method of function index: analytic hierarchy process and maximizing the multiple objective distances , in order to determine function index in difference reinforcement; finally, considered society factors the formulation of value engineering is assessed to determine a excellent reinforcement project.
