国家大学科技园发展模式研究

【摘要】 自1951年美国斯坦福大学兴办世界上第一个科技园区——斯坦福大学研究园以来,世界上许多国家和地区纷纷效仿。特别进入20世纪80年代以来,伴随着世界性科技革命和产业结构调整升级的浪潮,全球掀起了一股兴办科技园的热潮。其中既有成功的典范,也有许多的失败者,究其重要原因之一就是发展模式的选择失误。面对即将来临的以信息技术为核心的网络经济时代,构建和完善适合我国国家大学科技园发展的未来模式,从而推动我国高新技术产业的发展,这正是本文选题的基本思路。 本文首先回顾了世界大学科技园的发展历程,探讨其发展趋势,并从大学科技园政策的理论基础出发,分析研究了大学科技园生长的条件要求和对地区经济发展的影响。然后以美国斯坦福研究园和台湾新竹科技园为例,从技术运行、产业结构、管理体制、风险投资四个方面比较分析了世界大学科技园的典型发展模式,包括它们的发展历程和发展模式的差异性,总结出其成功经验和教训。在此基础上,结合我国国家大学科技园的发展历程和现状、战略目标、功能定位、优势、劣势及其与高新区关系,提出了在以信息技术为核心的网络经济条件下,虚拟科技园是我国国家大学科技园未来发展模式的必然选择。最后,以四川大学国家大学科技园为例,分析总结了我国国家大学科技园存在的问题和不足,详尽而系统地提出了构建和完善我国国家大学科技园发展模式的总体思路和具体对策。

【Abstract】 Ever since Stanford University established the first science park-Stanford Research Park that formed the silicon Valley’ in 1951, there were a host of countries and Zones imitated it. Especially in the 1980s, with the wave of international technological revolutionary and industrial structure adjustment, there is a trend of establishing science parks all over the world. Some of them have become the successful apotheoses and many others were defeated. The one of key reasons is the failure of selection development mode. To face the coming network economical times, which is on the basis of information technology, the intending development mode of the national university science and technology park are established and perfected to fit our country to improve the development of high-tech industry in China. This is just the basic thought of the thesis.At the beginning, the paper reviews the development process of the university science and technology parks in the world to think about the direction of development, and at the angle of the theoretic basis of the policy of that, the writer analytically researches the necessary conditions of development of the university science and technology park and influence on the development of regional economy. The Stanford Research Park of the US and the Xinzhu Sci-tech Park of Taiwan are given as examples. Then, the writer comparatively analyze the typical development mode of the university science park in the world including the differences in the process and the mode of development at four aspects: technical running, industrial structure, managed system and risk investment and summarizes the successful experiences and lessons. On the basis, this is put forward that the suppositional science park is the necessary choice of the development mode of our national university science and technology park in the future on condition that information technology is the core of network economy, considering the developmental history and actuality, the strategic target, the functional orientation, the advantages and disadvantages of University Science and Technology Park and its relationship with high-tech industrial zone. At last, the paper analytically summaries the questions and insufficiencies of ours, for example, the university science and technology park in Sichuan University, and presents in detail and systematically the concrete thoughts and measures to establish and perfect our national university science and technology park.
