【摘要】 进入21世纪，创业越来越成为一个热门的话题，成千上万的人投身到创业大潮中，创业已经成为促进经济增长极其重要的力量。但同时，中小企业在创业初期和大企业相比又是弱势群体，从理论上和实际创业成长中可以看出，需要政府对中小企业创业进行扶持。在内蒙古的经济发展过程中，中小企业起着极其重要的作用，正是基于中小企业对于经济增长促进的重要性和中小企业在创业和成长过程中遇到的来自于政府的扶持较少的矛盾，本文试图对中小企业创业活动和经济制度的互动机制展开系统的理论和实践运用机制研究，从理论上规范分析其互动机制的内在原因，从实践上试图提供一套思路建议。 本文首先对中小企业创业的相关背景理论进行了梳理，然后从内蒙古中小企业创业活动的现状出发，分析了影响中小企业创业的制度因素，并对其他国家和地区建立的中小企业创业支撑体系模式进行了比较，结合内蒙古中小企业创业体系构建的现状提出一整套的思路建议：政府牵头，建立一整套完备的中小企业创业支撑体系促进中小企业创业活动的开展，进而推动内蒙古经济增长。 笔者从对中小企业创业活动和政府扶持政策的相互影响和作用展开系统的理论研究和分析后得出结论，在政府的支持下建立中小企业创业体系是促进内蒙古中小企业创业的有力措施，从本文中提到的做法入手，协调好各中小企业创业服务部门共同建立中小企业创业体系是可行的。更多还原
