农民增收问题的制度分析

【摘要】 全面建设小康社会，是我国各族人民的共同目标。而建设小康社会的关键又在农村，也就是说怎样使农民增收。这也是农村工作中的“重中之重”。因此，研究农民增收问题，提出有效的增加农民收入的措施，具有重要的理论意义和现实意义。 本文首先对农民增收问题涉及的概念和理论进行描述。其次，从制度理论的角度分析了我国农民增收的影响因素，并指出这些因素如何影响农民增收。再次，从制度理论的角度分析了我国农民增收的措施，提出了制度创新。最后，论述了正式制度与非正式制度的关系及政府在农民增收中的作用。在以上理论和实证分析的基础上，作者强调指出：政府只需提供公平、合理的制度，农民素质的提高和农民观念的转变是农民增收的最根本、最重要的方面。更多还原

【Abstract】 Comprehensively constructing a well-off society is the common goal of Chinese people of different nationalities. While the key point of this task lies in rural area, which means how to increase the income of rural people. This is still the most important task in our rural work. Therefore, it is of great importance both in theory and practice for us to study the problem of how to increase their income and furtherly put forth valid measure to solve it.The thesis firstly describes the concept and theory involving in the problem. And then, it makes an analysis on the effective factors from the angle of policy system, it furthur points out how do these factors make effect on the problem. Secondly, the thesis from the same angle makes an analysis on the measures to the problem and the offered policy creation, The thesis finally disgusses the relationship between formal and informal policies and also their functions in increasing rural people’s income. In this light, the author points out that the most basic and important measure to the problem is a justice and reasonable policy from the government and the outlook-shifting and quality-increasing of rural people.更多还原
