【摘要】 高速公路是经济发展的产物，是一个国家现代化水平的重要标志之一。高速公路建设初期，各省、市、自治区高速公路都处于起点，只有一、两条高速公路，没有形成网络，随着全国主干线网“两纵一横”的基本贯通，“五纵七横”、规划的实施，各省、市的高速公路正在逐步形成网络，高速公路的建设规模随着我国民经济的发展逐步扩大，建设地域也从沿海、平原、经济发达地区向内陆腹地、山区发展，全国高速公路网络正在延伸形成和发展。 高速公路联网收费，即是运用现代计算机网络技术，以Ic卡、条码通行券、电子标签或纸质磁性券作为车辆的通行介质，由计算机根据通行介质记录的通行车辆类型、行驶里程等信息，自动计算车辆通行费，并将通行费按照既定的结算模式划入路网内不同收费单位帐户的一种收费方式。高速公路联网收费可以有效地减少收费站数量，节省建设资金，精简结构，降低运营成本；有助于简化收费程序，提高车辆通行能力和通行效率，减少偷逃通行费现象；同时，能够提供全面丰富的收入、交通量等业务数据及分析报表，更有效地实现管理与决策。 随着我国国民经济的飞速发展，交通事业获得长足进步，高速公路建设以适度超前的速度基本满足国民经济发展的要求，但随着国民经济持续高速发展以及高速公路里程度延长，联网收费及旧系统改造成为迫切需要解决的问题，联网收费是高速公路发展的趋势及方向。 第一章主要从高速公路的起源及迅猛发展、联网收费的需求、吉林省高速公路收费系统建设管理情况、收费系统联网研究的必要性、联网发展方向、公路收费制式和收费方式、我国高速公路收费现状和联网收费的需求问题、我国高速公路收费状况几方面介绍了一些关于高速公路以及联网方面的情况。 旧系统改造及收费系统联网是高速公路刚发展的需要，是改善旧有的、不合理收费方式的需要，它代表了高速公路收费系统发展的方向。吉林省高速公路联网收费工程(当时是3条高速公路)是在1998年完成的，当时高速公路收费系统多路联网在国内尚无先例，也无技术规范要求，吉林省的长平、长吉、长营等高速公路互联、互通，无拦截式收费站，各条高速公路建设时期所采用的设备、管理软件均来自不同的生产厂家，技术标准不一致。为实现联网收费，必须进行全面研究。 第二章简要介绍了吉林省高速公路的原有收费系统现状及存在的问题，包括 <WP=55>硬件问题，软件问题，并对已建高速公路的通信系统进行了介绍．高速公路通信系统是高速公路现代化管理的支撑系统，是收费系统的基础。提出了组网的总体要求和目前应用的技术，并简单说明了联网存在的儿几个问题。 第三章分析了系统联网运行以后，通行费的拆分的重要性，实际上通行费的清算拆分是收费系统联网的一个重要的目标，本章提出了拆分原则，具体可行的拆分方案，包括硬件设备和相关计算方法。 第四章简要介绍了结构化分析与设计方法和企业系统规划方法的理论，并以结构化分析与设汁方法和企业系统规划方法为理论基础，设计机规划了吉林省高速公路的收费系统联网总体解决技术方案。 第五章分析了高速公路联网后会带来巨大的经济及社会效益。本章主要从减少主线拦截式收费站带来的经济效益、设备利旧用新效益、收费软件更新效益、减少逃漏舞弊产生的效益、其它经济效益等几方面进行了阐述。 第六章对全文的研究进行总结，得出了本文的主要结论：本文从吉林省高速公路的实际出发，充分分析了吉林省原有收费系统及通信情况，以及存在地相关问题，包括硬件、软件、多路径通行费拆分帐等，并切卖司行地提出了旧收费系统改造的目标和相关问题的研究。收费系统联网的总体解决方案及总体设汁的研究．采用了目前比较先进的规划和设计理念，从结构化分析与没计方法理论到总体规划、系统分析、系统设汁逐步深化、细化。并依据该理论提出了吉林省高速公路收费系统联网的总体解决技术方案，在解决了联网收费问题的同时，也把原有系统升级改造存在的问题一并解决，彻底解决了新旧系统的技术问题。更多还原

【Abstract】 With rapid development of the nation’s economy, transportation have gained great progress as well as the expressway construction in meeting the basic need of the nation’s economic development in proper leading speed , nevertheless, the continuous high speed development of economy and expanding of expressway mileage have needed joint network toll and the exiting system to be rebuilding ,moreover, the joint network toll is the trend and direction of the expressway development.In Chapter One, the expressway and joint network are introduced in aspects as the origin and rapid development of expressway, need of joint toll, Jilin Provincial Expressway Administration, necessity of the study for network toll, development direction of joint network, expressway toll system mode and the existing expressway toll system and necessity of joint network of the nation.In Chapter Two, a brief introduction is made to problems of the existing toll system in expressway of Jilin Province including hardware and software and to the existing communication system in which the general standard and the present applying technology are raised and problems existing in the toll joint network.In Chapter Three, the author analyzes the importance of toll fee dividing and distributing which is an important goal in the joint network system. The principle of dividing and distributing is raised, together with the practical and <WP=57>detailed plan including the hardware devices and relative calculating method.In Chapter Four, a brief introduction to the structural analysis and design method and the theory of enterprise system planning method with which designation and planning of the general technical plan are worked out for the joint network system of Jilin Provincial Expressway Administration.In Chapter Five, an analysis is made to the tremendous social and economic benefit after the joint network of expressway, and also the exposition to several other economic benefit aspects as minimizing the main carriageway toll points, repairing the devices and utilizing the new, replacing software and minimizing fraudulent toll fee.In Chapter Six, summary and main conclusion are made for the whole study.更多还原
