【摘要】 并联审批——是指企业设立或变更登记时，对依法需前置审批的项目，由多个有关行政审批部门，通过WEB浏览器实行同步审批，对在工商局受理，需签发许可证的企业情况进行及时办理审批手续，在网上进行告知。 这套并联审批系统的开发是为了企业和个人能够通过网上并联审批系统，向政府提出办事申请，政府行政单位以一窗口受理，网上发布，并联审批，限时完成等工作原则完成办事审批，并将结果告知企业和个人。“并联审批系统”以工商局在办理企业注册登记时需要多个职能部门前置审批的政务实际为设计依据。改变传统的各个涉及部门逐一、次序串联审批体制为并联同步进行。实现政务流程自动化，政务信息电子化，文档管理规范化的系统，进一步提高政府工作效率和管理水平，增强政府竞争力。 “并联审批系统”具备开放性和简单、方便的扩展性，可以与政府现有政务系统的其他组成部分紧密结合，适应政务活动中涉及部门的变化和设计部门的业务流程的改变，并且可以适应未来的其他需要跨部门协同工作的政务活动的要求。在业务方面遵循以下原则:1、创新性：要站在建设现代信息港的高度开发系统，体现国内外行业信息先进的管理思想。2、规范性：在信息编码、操作规程、表格样式等各方面，根据具体特点制定统一标准。3、共享性：根据信息的级别和用户的权限共享信息，形成分级管理、信息共享的网络结构。4、灵活性：最大限度适应今后一段时期内的变化和扩展。5、通用性：系统不仅仅可以用于建设项目的审批，而且可以通过一些设置（如名称等）就能够应用于其他类型的审批。在技术方面遵循以下原则：1、先进性：保证系统一定时期内的先进性。2、安全性:确保信息存储与访问的安全，防止数据混乱、损坏或非法使用。3、可靠性:系统运行必须稳定和准确无误，能够确保各项业务正常运转，不因操作失误或其他原因导致系统失控或瘫痪。4、开放性:能与有关单位进行有选择的双向信息交流。5、易操作性:系统用户界面统一为大家熟识的浏览器界面，用户无须专门培训即可操作。特殊业务采用简单操作界面的客户端软件。 <WP=64>6、灵活性:最大限度适应其今后一段时期内的变化。7、可扩充性:系统能充分体现需求多变的特性，容易进行功能扩充。8、易维护性:在用户需求或系统运行的环境变化时，最大限度降低由此引发的系统维护的代价。在软硬件平台更新换代时能够进行升级，不仅能充分发挥新的软硬件平台的优势，更要使升级系统运行产生的影响最小。政府采用并联审批系统的意义是重大的，通过并联审批系统可以进行协同作业，提高办事效率，简化办公流程，降低办公成本，增加工作的透明度，同时，获取实时项目申报进度数据和部门业务处理统计数据，推动政府部门工作绩效的考核。企业和公众可以通过本应用平台获得全面、准确的办事要求，免去企业多次提交资料的麻烦，实现“一站式受理”新办公模式，而不必多次往返于各个办事部门之间，减免企业和公众的办事程序。“并联审批系统”具备开放性和简单、方便的扩展性，可以与政府现有政务系统的其他组成部分紧密结合，适应政务活动中涉及部门的变化和设计部门的业务流程的改变，并且可以适应未来的其他需要跨部门协同工作的政务活动的要求。本文所设计的并联审批系统就是通过建立一个基于信息网络、区内各职能部门网络互联、“合署办公”的“虚拟”行政服务管理中心，逐步实现各种在线行政服务的协同政务功能，为企业和居民提供“单一化”窗口和“一站式”服务。依附“一站式”协同政务服务体系，公开事务处理时间、过程及结果，大大提高政府公信力。通过政府网上并联审批系统，一方面可以规范政府职能部门的各项工作流程，提高办事效能及服务质量，增加政府行政的透明度；另一方面可以通过ISO9000质量管理体系中的过程监督、管理评审、人力资源等管理要素，积累相关数据，为政府职能部门绩效考核体系提供确实而有效的评估依据。我们所开发的并联审批系统是围绕着以下几个统一的目标所建立的，首先要建立一套覆盖建设项目审批处理流程各环节和需求的系统；其次是要提高办公效率、精简办事手续、增强信息交流；接着是要即时反映各审批部门项目受理情况和审批进展情况，便于领导和相关部门掌握工作动态；然后是要建立全面共享型、大容量的系统，真正实现资源共享；我们最后还要保证系统的先进性和创新性，并且要提供区政府的社会形象。本文将并联审批系统划分为7个模块：办理台帐、查阅台帐、流程监控、用户权限管理、流程定义、资料管理、查询。其中对于办理台帐模块以及查阅台帐模块做了详细的设计说明，对其它模块做了概要的设计说明。 <WP=65>互联审批打破了传统的行政审批模式，通过压减行政审批项目，建立一种新的电子网络并联审批方式，实现政府审批行为内部联网运作，使审批方式程序化、效能化、公开化，并进一步提高行政效率，改善投资环境。互联审批中心统一受理各类企业和个体工商户并联审批的申请事项。审批中心收到申请人提交的所有相关的资料原件后，通过计算机网络将资料转告给相关审批部门；相关审批部门收到并联审批转告后，在更多还原

【Abstract】 The parallel connection examination and approbation is that the project needing prepositive examine and approve according to the law, by multiple concerned administration examine and approbation department, carry out examine and approve synchronous through web browser when the corporation was established or changed register. Carry through examination and approbation procedure in time and signaled in network for corporation seized a case in industry and commerce department and needing sign and issue license.The exploitation of the parallel connection examination and approbation system is in order that corporation or individual can bring forward working application to the government through the parallel connection examine and approbation system in network, the government administration department finish handling affairs examination and approbation through seized case through one window, promulgating in network, shunt-wound examination and approbation, finishing in limited time, etc work fundamental, and the corporation or individual was told result. “The parallel connection examination and approbation system ”is signed according to government affair fact needing prepositive examination and approbation of multiple function department when industry and commerce department is transacting corporation register. It change traditional series-wound Examination and approbation system of organization involved every department one by one and orderly to system of organization shunt-wound synchronous. It realize the system in government affair flow roboticized, government affair information electronic, document management standardization, more improve government’s work efficiency and manage level, and boost up government’s rivalrousness. “The parallel connection examination and approbation system ” have openness and simple, convenient expansibility, it can link closely with other part of government affair system in government in existence, adapt <WP=67>department’s changing involved in government affair and operation flow’s changing in design department, and adapt future require of other government affair movement needing span departments cooperating work. Follow below principle in business:1、Innovation: Develop system should stand on building modern information harbor; embody advanced management idea of internal and overseas trade information.2、Characteristic of normalize: Establish unified standard according to material characteristic in information coding, operation regulations, sheet mode etc all aspects.3、Characteristic of share: It share information according to information’s distinction and user’s limits of authority, and coming into being network frame in classification manage, information share.4、Flexibility: It adapts trade’s changing and expanding maximum in future time.5、Interchangeable characteristic: The system not only can be used to examine and approve build project, but also can be used examine and approve other style project through some setting (e.g. title).Follow below principle in technique:1、Advanced characteristic: Keep the system’s advanced characteristic in some time.2、Security: Insure safety of information storage and access, prevent data from being confused, damaged or used unlawfully.3、Reliability: The system must be run stably and by rule and line, and insure every business run well balanced, it can’t run away or paralysis for fault operation or other reason.4、Openness: It can exchange information selected with related unit each other.5、Easy operation characteristic : The user’s interface of system was unified browser interface known well by every one; user may operate without special train.
