企业人才留用机制问题研究

On How to Create Efficient Mechanisms to Retain Talents in Enterprises

【摘要】 随着知识经济时代的来临,人才作为最宝贵最重要的资源,已成为越来越多管理者的共识。各国都把争夺人才置于重要的地位,人才流动加剧将不以人的意志为转移。 频繁的员工流动给企业造成混乱。如何从机制上、政策上留住人才、稳定人才,用好人才已成为越来越多的企业管理者的共识。 在本文中,作者先讨论了企业人才流动的现状及人才流动对企业造成的影响;再分析了影响人才流动的原因;最后探讨了如何构建市场驱动的人才留用机制。文章借鉴了美国John Sullivan教授的“理想流动率”模型,建议企业应根据本身的实际情况制定合理的流动率。文章结合“华为”的人才机制进行分析,提出以下对策建议,即:实施全面薪酬战略、营造公平竞争的工作环境、建立定期沟通机制、提供良好的事业发展空间、提供系统培训机会、弘扬“尊重知识、尊重人才”的企业文化、鼓励关键员工建立社交圈等。此外,文章还从员工保健与文化康乐活动、与竞争对手合作和善待跳槽的人才角度探讨了企业如何吸引人才、留住关键人才。

【Abstract】 With the coming of the era of knowledge economy, it’s commonly accepted among business leaders that talents are the most valuable assets. Every country is taking action to seek talented people, and the increasing speed of talents’ flowing is inevitable.Frequent brain drain brings an great impact on the management of enterprises. How to create efficient mechanisms and make wise policies to motivate talents, stabilize them and retain them is the most significant problem to be urgently solved in the management of enterprises.First, this thesis discusses the present status of talents’ flowing and the negative effect brings to enterprise, and then analyses what makes talents turnover, at last , discusses how to create an efficient mechanisms under marketing-drive to retain talents. According to the model of ideal turnover rate put forward by American Professor John Sullivan, we bring forward some suggestions on how to make a reasonable turnover rate of talents in enterprise of China. By analysing the talent mechanism of Huawei technologies Co.,Ltd., the thesis puts forward the following policies for consideration to attempt and retain talents: l)carry out strategies of total salary; 2)create favourable working environment for equal competition; 3)establish mechanism for regular and efficient communication; 4)provide good job careers and opportunities for continual training and 5) set up ’respect both talents and knowledge’ enterprise culture. The turnover rate of talents is considered in terms of cooperating with competitor and taking good treatment to those who have left jobs.
