【摘要】 2001年12月1日开始实施的新《药品管理法》第十六条明确规定：“药品经营企业必须按照国务院药品监督管理部门依据本法制定的《药品经营质量管理规范》经营药品。药品监督管理部门按照规定对药品经营企业是否符合《药品经营质量管理规范》的要求进行认证，对认证合格的，发给认证证书。”《药品管理法》对GSP的明确规定，标志着我国实施GSP工作进入到了依法强制执行阶段。 GSP(good supply practice)中文全称：药品经营质量管理规范，是控制药品流通环节所有可能发生质量事故的因素，从而防止质量事故发生的一整套管理程序。即在药品流通过程中，针对计划采购、购进验收、储存养护、销售及售后服务等环节而制定的，防止质量事故发生、保证药品符合质量标准的一整套管理标准和规程，其核心是通过严格的管理制度来约束企业的经营行为，对药品经营全过程进行质量控制，对售出的药品有效追踪，保证向用户提供合格的药品。 实施GSP的重要意义： 1、国际药品分销将于2004年全面进入中国，必将会严重冲击我国的药品流通行业。因此，医药行业必须适应市场的需求，进行规范化管理，从而保护民族产业。 2、药品在流通环节中受诸多因素的影响，要保证药品质量必须对可能影响药品质量的因素进行控制。 本文剖析了我国药品经营企业由于长期粗放管理导致的混乱状态，在进入规范化管理的初级阶段，存在着诸如：质量意识淡薄、管理人员匮乏等深层次问题。通过该课题的研究，将针对GSP对企业的全面管理要求，结合行业实际情况，暴露企业实施与国家监管的差距。黑龙江中医药人学硕l学位论文 本文将深入企业经营的各个环节，发现认证检查过程中无法触及的薄弱环节，深入研究对策，为监管部门提供进一步强化监督管理的切入点。更多还原

【Abstract】 The new 《Pharmaceutical Administration Law》 (Dec,1 in 2001) regulate that the medicine management enterprises must stand to the Good Supply Practice, and Department of Drug Administration manage the medicine management enterprise, if it stand to the Good Supply Practice, it will be certificated by Department of Drug Administration.Good Supply Practice can maintain the quality of the medicine and the quality of service. It consist of purchases transportations supplying selling and so on. Good supply practice offered personnel documentation premiscs and equipment deliveries to customers returns self inspections and provision of information to member states in relation to wholesale activities.The medicine management enterprise did not stand to Good Supply Practice in the past years, so there are many problems of standardized administration such as weakness of quality consciousness lack of standardized administration person with ability and so on.Aiming at the problems discussed above, the many effective countermeasures are put forwarding the paper, it is benefit to the administration of government.更多还原
