【摘要】 随着世界经济的发展和全球范围内环境保护浪潮的兴起，可持续发展已成为国际社会的共识。贸易与环境问题正日益得到国际社会、各国政府及人民的关注，成为国际政治、经济领域的焦点问题之一。 青岛市是我国重要的经济中心城市和沿海开放城市。改革开放20多年来，青岛市的对外贸易工作取得了重大的成就，进出口贸易和吸引外商直接投资都有了飞速的发展。但与此同时，青岛市的对外贸易与环境保护并没有取得协调的发展，二者在相互促进的同时也产生了一定的矛盾和冲突，影响了青岛经济的可持续发展。因此，如何实现贸易与环境协调发展，是摆在青岛市政府面前的一项迫切任务。 本文使用理论和实证分析相结合的研究方法，在分析贸易与环境之间关系的基础之上，结合青岛实际，就青岛市对外贸易发展与环境保护的相互影响进行具体分析。笔者认为，青岛市的对外贸易与环境保护在飞快发展的同时并没有取得协调的发展：盲目增长的进出口贸易带来了环境污染；外商投资企业中很大一部分集中于污染密集型产业；绿色贸易壁垒正在对青岛市的对外贸易产生越来越大的负面影响。针对这种情况，笔者就青岛市如何实现贸易与环境协调发展提出了探索性的建议。本文填补了我国在副省级城市领域贸易与环境协调发展问题研究的空白，具有较为重要的理论意义和现实意义，对于青岛市实施可持续发展战略具有一定的参考价值。 正文部分共分三部分。第一部分是理论研究部分。主要论述贸易与环境之间的关系，贸易与环境冲突的具体表现、原因和解决途径，以及国际社会处理贸易与环境问题的基本原则；第二部分是青岛市贸易与环境问题研究部分。主要论述青岛市的环境现状、环保历程和环保目标，青岛市对外贸易发展对环境的影响以及绿色贸易壁垒对青岛市对外贸易发展的影响；第三部分笔者借鉴国际先进经验和通行的国际惯例，提出了青岛市协调贸易与环境问题的基本原则和主要对策。更多还原

【Abstract】 With the development of the world economy and the rise of the global environmental protection, sustainable development has become the common understanding of international community. The issue of trade and environment is getting one of the focuses in the international political and economic society.Qingdao is an important economic city and open coastal city of China. The 20 years’ reforming and opening to the outside world has obtained great achievements in foreign trade field. Foreign trade and absorbing direct foreign investments have got development at full speed. But meanwhile, foreign trade and environment protection have not developed coordinately. There are conflicts between them, which will harm the sustainable development of Qingdao economy. Therefore, harmonizing the relationship between trade and environment is an urgent task for Qingdao government.Employing the method of theoretical and empirical analysis, on the base of analyzing the relationship between trade and environment, the author analyzes the influence between foreign trade and environment protection according to Qingdao city. The author holds that foreign trade and environmental protection have not developed coordinately in Qiagdao. The blind development of importing and exporting has brought the environmental pollution, many foreign-investment concentrates on the intensive industry of the pollution, and green trade barriers are producing more and more heavy negative effects to the foreign trade of Qingdao city. In the end, the author puts forward the suggestions to realize the coordination between trade and environment. The article fills up the research blank of the trade and environment issue in the field of vice-province grade cities, which has reference value for implementing the sustainable development stratagem of Qingdao.The text divides into three parts altogether.
