新兴铸管股份有限公司采购管理研究

【摘要】 新兴铸管股份有限公司是一家隶属于国家国资委的大中型铸管企业。从1999年下半年开始,公司就开始进行大规模的内部机构改革,推进流程再造,首先在采购管理领域做试点推行。在合并原物资部、设备部和基建部的基础上成立采购部,进行集中采购。随之也开始了对一些科学的采购方法和思想加以关注,并且摸索着在企业的采购实践中加以运用,然而效果都不甚理想,公司期待在采购管理职能上能有较大的突破,使之真正成为企业的第三利润源泉。 论文通过理论和实践相结合、定性分析和定量分析相结合的方法,采用提出问题、分析问题、解决问题的技术路线。介绍了国内外的采购管理领域理论研究现状和实践对比分析,叙述了新兴铸管的发展历史和现行采购管理流程,然后就新兴铸管内、外部采购工作环境作了细致深入地分析,提出了采购管理工作中存在的问题,并且分析了问题存在的原因。针对存在的问题结合企业的实际情况,融合了管理领域供应链管理、准时制管理、全球化供应管理和跨部门团队工作等理论的研究成果,着重从树立现代化采购管理理念、优化现行采购管理流程、创新采购管理制度和提高信息化管理手段四方面系统地提出了相应的解决策略。 研究发现:新兴铸管股份有限公司的采购管理适于开展如下工作:应用供应链管理,提高工作效率,减少浪费,降低采购总成本;开展全球化采购管理,在更大的范围内整合资源和供应商;运用关系管理做好供应商的管理工作,稳定供货渠道,提高供货质量;运用准时制作好企业的零库存管理工作,加速资金周转,提高资金使用效率。

In the article, the purchases manage theory and practice of current situation both at home and abroad have been compared with in theoretical research field. The thesis narrates Xinxing pipes developing history and purchase the flow of managing currently, and analyses the working environment inside and outside Xinxing pipes carefully. The article has proposed purchasing the question existing in the management, and has analyzed the reason why the question exists. To the question reality of combining the enterprise existing, Merge and manage field supply chain management, the achievements in research of theory of JIT , globalization supplies management work management with trans-departmental groups on time etc, It is emphatically from establishing last theory of managing at modernization, Optimize current to purchase flow of managing, innovation purchase management system and raise information manage means put forward the corresponding settlement tactics systematically Discover: It is suitable for Xinxing ductile iron pipes Co.,Ltd to use supply chain management to raise working efficiency, to reduce wastes, to reduce the total cost of purchase. It is proper to Develop globalization and purchase management, the whole joint-venture source and supplier within the range of bigger one; to use relation management to do a good job of the supplier’s management, make the supply channel steady, Improve quality of supplying; Use and make and do a good job of zero stock control of the enterprise on time, accelerate the turnover of the fund, Improve the service efficiency of the fund.
