【摘要】 目前，沈阳市正在全力推进振兴东北老工业基地的建设。沈阳市市属科研院所是全市科研机构的重要组成部分和主要科技力量，具有行业分布广、专业门类齐全、与地方经济联系紧密等特点，多年来为探索科技体制改革的有效途径，推动沈阳市的经济发展做出了巨大贡献。我国加入WTO以后，沈阳市在农业、生态、环境以及其他社会发展都面临着巨大挑战，这也为沈阳的科技体制改革提出了更高的要求。作为国家科研院所转制的试点城市之一，沈阳市科研院所转制工作虽起步比较早，但由于配套政策和相关理论研究跟不上，近年来进展并不快，随着转制工作的全面展开，如何合理处置国有资产问题成为能否进一步推进科研院所成功转制的关键所在。在转制过程中如何处理好国有资产问题，关系国家、院所、个人三者利益:既不能让国有资产白白流失，又有利院所转制后新体制、新机制运行，同时又调动院所科技人员的积极性。如何处置国有资产，不仅涉及到上述三者的利益，而且涉及到国有资产如何管理和使用，由谁管理与使用，才能使之既实现良性循环又能不断增值，从而不断壮大国有经济，增强我国社会主义制度的物质基础。本文研究围绕58家市属科研院所转制过程中的国有资产处置问题展开，对国有资产处置问题展开全面系统论述。 本文首先介绍转制科研院所国有资产的相关研究对象，并明确处置国有资产的意义，随后对国内外科研机构的国有资产的处置情况进行描述:从产权研究入手，指出科研院所在进行国有资产处置时的理论依据;然后对沈阳市市属科研院所进行国有资产处置的外部环境进行分析，明确政府在国有资产处置工作中的作用，并在调查沈阳市市属科研院所国有资产的基本情况的基础上，对院所转制过程中国有资产处置存在的主要问题展开系统的研究;接着，提出针对沈阳市转制科研院所国有资产处置的对策和建议;最后，文章归纳出对转制科研院所国有资产处置的处置总则、一般程序，并制定出指导性与可行性兼备的政策。更多还原

【Abstract】 At present, Shenyang city is whole-hearted propelling the construction of the Northeast old industry base. Shenyang science research institutes are the major scientific forces. They’re characterized by wide-industry, special areas and in close contact with the local economy. They have been great contribution to the development of the economy of Shenyang. Shenyang is encountering with great challenges in agriculture, environment and other social areas since China took part in WTO, which also give higher demands for the science-technology reform in Shenyang. As one of the national science-technology industrial transitional sampling cities, the work in Shenyang that the transition of institutes began earlier than the majority cities in China. But it doesn’t develop fast in recent years for the reason that the correlative policies and related theories can’t catch up with its developing speed. How to deal with state-owned asset becomes the key factor to successful transformation. It involves the interests to the nation, institutes and privates. It concerned how to manage and make use of state-owned assets, and who should take use of as well as manage the assets, through which the state assets value can be improved, nation economy can be propelled and industrial basement can be strengthened.This article makes researches in the 58 institutes that belong to Shenyang Municipal Government to discuss state-owned assets problems comprehensively and systemically. At the beginning of the article, it introduces the collective objects in the research and explicates the significance to the treatment of state-owned assets. The research starts from the property and points out the ideal foundation of the issue. And then the article describes the conductment to state-owned assets in the domestic and foreign science-research institutes. It analyses the outer situation to the institutes and formulates the role of the government. On the basis of mastering the situation of the state-owned assets in the institutes, the text does a deep study in the main issues that emerges during the course of the asset treatment. According to these issues, the article brings about countering measures and advices. At the end of it, the article concludes thegeneral guideline and common procedures to handle with state-owned assets and makes out the plausible and directive policies for the issues.更多还原
