大连邮电设计院实施项目经理制改造研究

【摘要】 大连邮电设计院作为只具有乙级资质的中、小型设计院,由于设计时限、设计质量、市场服务等诸多问题,客户满意度降低。而目前采用的传统的管理模式沿用了十多年,作为计划经济的产物,已经不适应市场环境下设计项目的运做与管理。因此,急于通过企业管理制度的改进获得企业竞争优势。 项目经理制改造属于项目管理领域研究的课题,本文作为一篇工商管理硕士(MBA)学位论文,论证了大连邮电设计院实施项目经理制改造的必要性,并提出了实施改造的总体方案和改造重点内容-组织机构改造、过程控制、人力资源保障的具体措施,为企业改革提供了参考依据。在研究中使用了查阅文献、调查、类比、实证研究等方法。 本文结合工作实际,提出了一些新的观点和方法。例如组织设计中愿景概念的应用;将核心流程项目化的混合式组织结构的设计;基于对设计人员能力评估和设计项目评估基础上的授权模式设计等。本文虽是针对大连邮电设计院项目经理制改造进行的专门性研究,但对于国内同等规模的通信设计企业同样具有借鉴意义。

【Abstract】 DL telecommunication institute is meeting with many problems such as design time limitation, design quality, marketing service and so on. These problems bring about the reduction of customers’ satisfaction. But now, Therefore, the improvement of inner management system is important if the institute want to get the competitive advantage.As a project of MBA course, this paper is discussing and studying on the subject of Project Manager System (PMS). As a conclusion, it’ s necessary to set up the PMS in DL Telecommunication designing institute, it has made a project for the reforming as a whole and some steps such as organizations structure, controlling and personnel during the reforming course. The methods of comparison, contrast, key facts analysis as well as visiting and investigating.According to the fact of the enterprise, it also brings some new viewpoints and methods. For example it brings us designing the multiplex organizations structure for core operation, designing the authorization model basis of evaluation of designing project and evaluation of designers. Although this thesis is aimed at DL telecommunication designing institute . it has the important significance for the domestic telecommunication design institute of the same scale.
