工业园危险化学品事故应急系统管理研究

【摘要】 随着工业园数量的增加,在工业企业密集的工业园区域上的工业事故也相应增加,其中危险化学品事故占很大一部分,如何确保工业园区的安全便成了一个非常棘手的问题。 本文正是以工业园和危险化学品事故作为切入点,以天津开发区生态规划项目为写作背景,以工业生态学和环境管理的相关理论为理论指导,同时借鉴联合国环境规划署关于地区级别的危险化学品事故预警与响应系统的相关理论,对国内外有关危险化学品事故的管理现状进行了比较,着眼于危险化学品事故管理效率、信息传递速度、防灾观念、防灾体制急应急组织各部门的角色的深入比较分析;分析我国工业园目前危险化学品事故应急过程中存在的问题,阐述了工业园范围内危险化学品事故应急系统的组织结构和体系结构,力图实现社会化管理的组织模式。同时,为了使该系统能够高效的实施和运行,结合工业园重大危险化学品事故导致的损失和影响,将应急系统管理大致分为事前、事中、事后三部分,分别对危险化学品事故应急计划的制定和运行过程;危险化学品事故的响应过程以及事故应急响应后的恢复、应急计划的检验等作了详细的分析和描述。在事故预警过程中,本文着重从三个不同的角度进行了事故防范措施的分析,分别是:从危险化学品事故的应急计划的制定和实施过程方面;从危险化学品生命周期(设计、生产、运输、储存、废弃后的处理等)方面,实现源头控制、重点控制,体现工业生态学中关于源头控制的思想;从供应链危险事故风险防范措施方面。最后以天津开发区生态工业园规划项目作为案例进行了分析和探讨,以期将园区的居民、企业、管委会及相关部门紧密联系在一起,通过加强他们之间信息的沟通和协调,在工业园区内建立起联动的应急管理体系。 通过本文的论述,希望能够为工业园危险化学品事故提供较好的应急指导和帮助,提高工业园区整体的防灾和御灾能力,特别是提高工业园区预防和抵御重大危险化学品事故的能力。

【Abstract】 With the rapid development of worldwide industrialization, the industrial parks have been emerged like the bamboo shooting after a spring rain. But at the same time, the amount of industry accidents happened in industrial parks also have been becoming higher and higher. Especially, dangerous chemical accidents have taken on a big proportion in all those tragic accidents. So how to solve the problem of safety is becoming a focus.This thesis has the industrial park and dangerous chemical accidents as the cut-in-point, takes on the eco-planning project of TEDA as writing background, uses the theory and knowledge of UNEP and environment management, analyze the present problems existing in the process of chemical emergencies, demonstrates in detail the organization structure and how to enable it to implement the chemical emergencies system effectively. The thesis emphasizes the initiative and implementation of chemical emergencies. This thesis is divided into major sections. Firstly, general information about chemical emergencies is introduced. Secondly, the necessary theory that may be useful to the research on chemical emergencies in industrial park. Thirdly, the plan for awareness and preparedness of chemical emergencies, the measures to react to the emergencies. Lastly, the whole process of preparedness and reaction to chemical emergencies is validated by TEDA case study.This thesis is expected to be helpful to enhance the ability of awareness and preparedness for chemical emergencies in the whole industrial park, similarly, it is hoped to provide a useful tool for the safe and sustainable development of industrial park.
