【摘要】 胡锦涛总书记在对公安工作的重要批示中指出：“在全部公安工作中，队伍建设是根本，也是保证”。公安队伍建设关系党的执政地位的巩固，关系到社会的稳定与发展，因此，应充分认清新时期加强公安队伍建设的重要性。本文综合全面地梳理了公安队伍建设的相关概念，分析了公安队伍建设的意义、现状与成因，进而提出了加强公安队伍建设的有效措施，以期指导与促进新时期的公安队伍的建设。论文共分为三个部分：一、公安队伍建设的理论概述，相关概念的辨析，指出加强公安队伍建设对于全面建设小康社会、开创公安工作新局面以及确保执法公正、严明的重要意义，同时指出公安队伍建设应遵循的指导思想、原则和目标；二、公安队伍现状的分析研究，介绍了改革开放以来公安队伍建设特别是大连公安队伍建设所取得的成就，在肯定成绩的同时也注意到存在的问题与不足，全面深入地分析了问题现象以及其背后的深层原因，旨在能够更好地解决问题；三、新时期加强公安队伍建设的对策思考，通过加强和搞好以思想政治工作为主线，提高队伍的思想道德素质；以正规化建设为着力点，实现队伍建设的规范化、标准化、科学化；以提高科技水平为依托，促进公安工作的信息化；以强化监督制约为重点，建立健全反腐倡廉工作机制；以从优待警和关爱民警为保障，增强队伍的凝聚力和向心力；以改进领导体制为切入点，搞好公安机关领导班子建设这六个方面，大力促进和加强新时期的公安队伍建设，树立公安队伍的良好形象，完成公安队伍的职责，向人民交出满意的答卷，促进全面建设小康社会的顺利进行。更多还原

【Abstract】 Hujintao, General Secretary of CCP, once pointed out in his comment on police work, " Troop construction is the essential and the key point to ensure success in the whole police work:". The construction of police troop is related to stability of the in Party, related to stability and development of society. So the importance of police troop construction should be clearly realized. In this thesis , author lists and explains related concepts in police troop construction, analyzes meaning, current state and reason of police troop construction. Furthermore, author puts forward effective measure of enhancing police troop construction. Expect to guiding and promoting police troop construction in new era.There are three parts in this thesis, the first is theory description of police troop construction. In this part author discriminate related concept, indicate important meaning of police troop construction to building a prosperous society, opening a new phase of police work and making sure executing the law fairly and justly. At the same time, author puts forward the guidelines and principles should be abided. The second is analyzing and research the current state of police troop. Author introduces the achievement in police troop construction after opening and reforming, at the same time also notices the existing shortness and problem. Completely analyzes problems and the reason behind to in order to solve problem. The third part is thinking of enhance police troop construction, there are six methods mentioned to promote police construction in new era, they are: normalizing police troop, promoting modernize and information by improve science and technology, building an anti-corruption system by emphasizing supervising, enhancing team spirit by taking care police, enhancing leader team of police by improving leader system.
