营口VTS系统AIS技术实现的研究

【摘要】 通用自动识别系统(Universal Automatic Identification System),即AIS,诞生于20世纪90年代,是工作在VHF海上频段的岸基和船载广播式自动识别应答器系统,是集现代通信、网络技术和信息技术于一体的新型助航系统或海上安全信息系统。系统的特性和功能使它成为增强船舶航行安全和提高船舶交通管理效率的新型重要工具。 为建设和发展AIS系统,国际海事组织(IMO)第73届海安会于2000年12月5日以海安会MSC.99(73)号决议通过了《1974年国际海上人命安全公约》(SOLAS 74公约)修正案,修正案将于2002年7月1日生效。根据修正的SOLAS74公约第五章的规定,所有300及300以上总吨并从事国际航行的船舶和500及500以上总吨非国际航行的船舶以及不限尺度的客船,将按照规定的时间表强制配备船载自动识别系统(AIS)设备。 国际海事组织(IMO)对AIS规定了三项主要的应用; (1) 船舶对船舶,以避免碰撞; (2) 对于沿岸国,获得船舶和装载货物的信息; (3) 作为VTS的工具,加强船舶的交通管理。 鉴于AIS技术在VTS系统中应用可大大提高VTS的功能和船舶交通管理效率,因此AIS技术在VTS系统中的应用成为AIS的三项主要应用之一。 为在营口VTS系统中应用AIS技术,本论文在广泛参阅国内外资料的基础上,对通用自动识别系统(AIS)的发展过程、国际公约和技术标准、工作原理和系统组成进行了详细的论述;系统分析了营口VTS系统的组成、工作原理和功能;对AIS在营口VTS系统上实现的有关技术进行了深入的研究。论文的研究成果不仅适用于营口VTS系统,也可推广应用到其他港口的VTS系统中。

【Abstract】 Universal Automatic Identification System (AIS) comes into being in the 1990s, is a ship and shore-based broadcast automatic identification transponder system, operating in the VHF maritime band, is a new navigational system and a new maritime safety information system involving the modern communication and network and information technology. Its characteristics and capability will make it an outstanding new tool for enhancing the safety of ship navigation and efficiency of shipping traffic management.In order to building and developing AIS, MSC73 of International Maritime Organization (IMO) adopted the amendments to the SOLAS74 Convention in the MSC.99 (73) Resolution in 5 December 2000, the amendments will enter into force on 1 July 2002. According to chapter V of the amendments to the SOLAS74 Convention, all ships of 300 tons gross tonnage and upwards, when engaged on international voyages, all ships of 500 tons gross tonnage and upwards, when engaged on non-international voyages, all passenger ships shall be fitted with shipborne AIS equipment on a provided timetable.International Maritime Organization (MIO) specifies three main applications for AIS:(1) For ship to ship, information exchange to assist in collision avoidance.(2) For littoral states, to obtain information about ships and their cargoes.(3) As a VTS tool, to enhance shipping traffic management.In view of AIS can enhance VTS function and efficiency of shipping traffic management, the application of AIS to VTS becomes one of three main applications of AIS.In order to apply AIS to Yingkou VTS, on the basis of extensively referring to home and abroad materials, the paper goes into details on the development process and the international conventions and thetechnical standards and the working principle and the system form of AIS, systematically analyses the form and the working principle and the functions of Yingkou VTS, goes deep into the research for the relevant technology in the application of AIS to Yingkou VTS. The research results can not only be applied to Yingkou VTS, but also be applied to other harbor VTS.
