近岸船舶数字化监控系统研究

【摘要】 近岸船舶的管理是船舶海上安全管理的重点,据统计在海上交通事故中,近岸水域事故(包括港池)占总事故数的88.3%,可见有效地提高近岸船舶的监控能力和管理力度,将有利于降低海上交通事故的发生,提高船舶的航行安全。这也正是本论文立题原因之所在。 本论文研究的目的是提出建立我国新一代近岸船舶数字化监控系统的新思路,并通过研究为未来系统的建立提供一定的理论依据。 本论文所提出的船舶数字化监控系统可以被看成是综合利用GPS/DGPS、AIS、ECDIG以及计算机网络和现代通信技术的岸基船舶交通管理系统。其研究方法是将来自VTS、移动终端数据等相关数据融入和处理后,通过系统的无线数据通信链路传送至岸基监控指挥中心,并显示在符合IHO S—57标准的电子海图平台上,从而实现监控中心对航行状况进行实时、全程的监视、指挥和管理。 本论文主要是针对移动终端数据采集处理、无线数据传输平台、系统显示及应用平台展开研究的,其主要成果是规范系统内各交互数据的格式、确立了以电子海图为基础的系统显示平台。 通过本论文的研究表明建立我国自主的近岸船舶数字化监控系统的理论基础、技术基础以及实现手段基本具备,建立类似监控系统是完全可行的。

【Abstract】 Offshore vessel management is a focus of vessel safety management on the sea. It is calculated that among sea traffic accidents, offshore accidents (include harbor area) account for 88.3%. It can be inferred that the efficient improvement of the monitor ability and management to offshore vessels will favor the decreasing of the occurrence of the sea traffic accidents and promote sea navigation safety. That is the reason for the theme-chosen of this dissertation.The purpose of the research of the dissertation is to propose new thought on the establishment of our country’s new offshore vessel digital monitor system and to provide certain theoretical basis for the establishment of the future system through research.The offshore vessel digital monitor system in the dissertation can be seen as a offshore-based vessel transport management system employing comprehensively GPS/DGPS, AIS, ECDIS and computer internet and modern communication technology. The research method is to include and handle statistics from VTS, mobile terminals and other related statistics, then through the system radio statistical telecommunication chains send them to offshore-based monitor and command center, and to show them on electronic charter board conforming to IHO S-57 standard, so as to realize the simultaneous, complete monitor, command and management of monitor and command center to navigation situation.The dissertation research focuses on mobile terminals statistics collection and management work, radio statistics transmit platform, system display and application platform. Its main achievements are regulating transferred statistics formation within system and establishing system display platform based on electronic charter.The dissertation research suggests that the theoretical basis, the technical basis and the approach to realize the establishment of the offshore vessel digital monitor system of our country on its own are basically founded and the establishment of similar monitor system is completely applicable.
