西藏林芝地区公路建设对环境影响及对策研究——川藏公路105道班至鲁郎兵站段在建项目对环境的影响分析

【摘要】 本文立足于西部大开发西藏林芝地区公路建设迅速发展的形势和国家对西藏环保重视的要求,众所周知,西藏是青藏高原的主体,地势高峻、地理特殊、野生动植物资源、水资源和矿产资源丰富,素有“世界屋脊”、“地球第三极”、“雪域”等之称。它不仅是南亚、东南亚地区的“江河源”和生态源,还是中国乃至东半球气候的“启动器”和调节区,林芝作为西藏江南更具有独特的一面,这里沟深河急,高差悬殊大,气候多样,可谓“一山有四季,十里不同天”,该地区又涵括了极丰富的气候和生物地理类型及其多变的接合部。故自然景观的丰富极为特殊,生态系统类型几乎包括了北半球所有气候带的植被类型,种群主要以湿性冰川为代表的冰雪系统,以雅鲁藏布江中下游及其支流为代表的水域系统,以高山草甸为代表的草地系统,丰富多样的森林生态系统。这些生态系统又很脆弱,一旦破坏,很难恢复。、作者结合国内外研究经验和发展趋势,研究了林芝地区公路建设的特点,公路网布局及未来实施中可能对环境产生的影响,以具体实例研究了在建项目对自然环境的影响并提出相应的对策措施,特别重点研究了在建项目对水土流失的影响。 1、对林芝地区的自然地理,冰川、河流、湖泊、土壤、植被、森林、气候情况等做了定性的分析; 2、对林芝地区公路现状及现状公路特点做了定量分析; 3、对林芝地区未来公路建设,公路网布局及可能对自然环境产生影响做了定性分析; 4、对在建项目对环境的影响进行分析和研究,主要内容包括以下几个方面: (1) 工程分析; (2) 项目经过的自然社会环境状况; (3) 环境质量现状调查与评析; (4) 环境影响预测: (5) 地质环境影响分析; (6) 水土保持方案; (7) 环境保护对策与措施; (8) 相应总论。
【Abstract】 Based on the development of western regions Tibet glossy Linzhi area situation and between country and Tibet request that environmental protection pay attention to that road construction develop rapidly. It is well known that Tibet is a subject of Qinghai-Tibet plateau, where the terrain is dangerously steep, the geographical position is special, the resource of the wild animals and plants, water resource and mineral resources are abundant. Tibet has been called "the roof of the world", "the third of the earth" , "snowy region" and so on. It is not only South Asia, Southeast Asia "rivers source",and ecological source but also China and even "starter" and regulating area of the Eastern. Linzhi prefecture has unique side even more as the south of Tibet where the ditch dark river is worried. The discrepancy in elevation is with a wide gap and old with varying climates. It has four seasons on one mountain, different days. This area includes extremely abundant climate, living beings geographical type and multilateral combination department that change again. In result, the natural landscape is abundant and special. The ecosystem type nearly includes the vegetation types of all climatic zones of Northern Hemisphere. Main ice and snow system represented by wet glacier of the population, water areas system represented by Brahmapatra midstream and downstream and tributary. Meadow system represented by high mountain grassy marshland and rich and varied forest ecosystem. These ecosystems are very fragile. Once destroy, it is very difficult to resume. The author combines domestic and international research experience and development trend and study Linzhi prefecture characteristic of road construction, network of highway overall arrangement and future possible influence to environment of implementing and get the corresponding countermeasure measure out of with concrete case study under construction impact on natural environment and impact on soil erosion of project under construction of very key research.1. To physical geography of Linzhi prefecture, the glacier, the river, the lake, soil, vegetation, forest, climate situation, etc., make qualitative analysis.2. Highway current situation and highway characteristic of current situation make qualitative analysis.3. To Linzhi prefecture in the future road constructions, network of highway overall arrangement might exert an influence and make qualitative analysis to natural environment.4. Analysises and studies to the impact on environment of project under construction, main content includes the following several respects:(1) Project analysis;(2) Natural social environment state the proj ect passes;(3) The current situation of environmental quality is investigated with evaluation and analysis;(4) Environmental impact predicting ;(5) Geological environment impact analysis;(6) Water and soil conservation scheme;(7) Environmental protection countermeasure and measure 鈥?
