论欧洲一体化进程中文化因素的影响

【摘要】 目前，在对欧洲一体化研究中文化问题正逐渐引起学界注意，作为相对于经济、政治、军事等因素而言相当隐性的文化因素，在欧洲一体化进程中发挥了其他因素难以企及却又不可忽视的潜在的影响，其重要作用不容忽视。当前对此问题的系统分析和研究并不多见，然而在全球化、地区一体化的背景下，文化问题显示了自身的独特性，因为它代表着经历过历史积淀而形成的观念形态，文化可以促进，也可以阻碍一体化进程。经济一体化虽然为人们观念的改变提供了现实的基础，但作为上层建筑的观念形态具有相对的独立性，不会轻易改变。文化的特点在于它可以在政治、经济难以企及的空间发挥作用，它反映了欧洲一体化深层次的探索过程和指导思想。欧洲一体化的曲折发展表明：经济一体化、政治一体化需要建构相应的观念形态，建构一种泛欧洲的文化认同，这是欧洲一体化不断深化的要求。 国内外研究现状表明，对此问题的系统分析和综合研究并不多见；然而文化问题在欧洲一体化中显现出日益重要的作用不容忽视。本文共五部分。第一部分主要从历史角度分析欧洲文化认同与欧洲一体化的形成，本文认为共同的思想文化观念是一体化的深层次原因。第二部分论述欧盟文化政策与欧洲一体化的深化与整合，文化政策作为政治、经济目的的辅助手段，反映了欧洲一体化深层次的探索过程和指导思想，它对一体化起到了引导、发展和巩固的作用。第三部分是应对美国文化霸权与欧洲一体化的建设，具体分析欧洲在反对美国文化霸权方面所做的努力和其本身的不利因素。第四部分是关于阻碍欧洲一体化发展的文化因素的论述，主要分析欧盟内部的各种文化力量如何牵制一体化的进程。第五部分就如何正确评价文化在欧洲一体化中的作用问题展开论述。在分析过程中运用现实主义、建构主义等理论方法，综合以上五个方面的内容系统阐述文化因素在欧洲一体化进程中的影响，试图完善此前对此问题只有片面论述的不足，力图形成一个较完整的分析和架构。研究这一问题不仅可以使我们更深入了解欧洲一体化，而且是对文化作用的一个再认识。更多还原

【Abstract】 At present, the impact of cultural factors in the process of European integration is attracting the academic circle’s attention by degrees. With respect to the cultural issues, to a certain extent, intrinsic in nature, whereas it shall impose profound impact on the pattern of Europe. Trie point of departure, the author holds, should be in the following aspects, namely, the initiative, emergence and development of European unitary notions, cultural identity in the process of integration, European common cultural expansion and hegemony in the process of globalization. This dissertation aims to probe into cultural factors in the Europe’s integration, as well as to construct a tentative theoretical innovation to account for it.It comprises five parts. In the first part, the author is of the opinion that, the primary intention and motivation behind the Europe’s integration is to achieve the ideology of "Reunification of European" through the evolution of history. Trie second part deals with EU cultural policy which is a serious test of its capacity for cultural expansion (or digestive capabilities), a chance to deepen integration. The third part mainly concerns that how EU responds to American cultural hegemony, in particular, to assert its independence for U.S. dominance. In the fourth part, by researching systematically into cultural tremendous impacts , the author points out its negative consequence in jeopardizing future Europe’ s integration. . In the last part, from the perspectives of the theory of constructivism and western IRT, the dissertation further attempts to elaborate on the cultural obstacles as well as its promoting function in the integration proceeds.更多还原
