基于知识管理的政务管理GIS的开发与应用——以徐汇区压力管道管理GIS为例

【摘要】 “数字城市”是信息时代发展的必然产物。城市地理信息系统作为地理信息系统的一个重要分支，主要用于城市动态管理和规划发展，并将它作为城市重大问题和突发性事件进行科学决策和现代化手段。 随着知识经济时代的到来，信息流动的速度和广度以及由此而产生的整个社会运作的效率越来越快，知识和时间已经成为新时代下的最重要资源。以电子政府为标志的政府革命成为知识经济下政府发展的必然趋势，先进的信息和通信技术则为知识经济下政府发展的必然趋势，先进的信息和通信技术则为实现以知识管理为核心的第三代电子政府提供了实现的工具。知识管理在电子政务中的作用也越来越大，但如何运用知识管理来指导电子政务的建设是当今电子政务的一大课题。 徐汇区压力管道GIS信息系统作为地理信息系统的一个具体运用实例，在开发与使用的过程中，我们都是以知识管理为核心，将知识管理的理念渗透到整个过程中。我们将从开发过程的知识管理，系统数据的知识管理和系统使用过程的知识管理，从软件工程知识管理的角度，讨论压力管道GIS在政府行政部门知识管理中的作用。该系统通过地图化、可视化的平台多维地表示管道数据和管道单位信息资料，高效地统计徐汇区各个单位的管道信息，系统具有提供电子数据处理，统计分析，数据输出等功能。 第一章 绪论。介绍电子政务与知识管理的有关理论，如何使用知识管理有关理论指导电子政务建设，以及城市信息化与知识管理的关系问题。 第二章 基于GIS的城市管理。介绍数字城市和地理信息系统的概论，以及城市地理信息系统的现状和结构组成。 第三章 介绍徐汇区压力管道GIS的设计。介绍压力管道的管理现状，开发该系统的设计目标，技术方案和主要功能。 第四章 介绍该系统在开发与使用过程中如何运用知识管理，包括在开发过程、系统数据、使用过程。 第五章 介绍有关该系统功能使用说明，包括与系统应用配合的管理制度，功能使用说明和系统维护。 第六章 该系统的完善与发展。更多还原

【Abstract】 The Digital City is an inevitable product of the Information Ages.The city geography information system, the fundamental part of the geography information system, is used for city dynamic management and plan development and put it city main problem and emergency thing to decide scientifically.Once the knowledge economy times come, the velocity and width of the information and the efficiency of the whole society movement will faster and faster. The knowledge and time have been the most important resources.The government revolution ,the symbol of e-government, will be the trendency of the government in the age of knowledge economy, and the telegraph technology will be the tool go the third e-government, which it core of the knowledge economy. The affect of the knowledge economy is bigger and bigger in e-government, but how to apply them in e-government is the subjuct of the e-government.Xuhui district pressure pipeline GIS geography information system is the apply example of GIS system. We put knowledge management as core in the process of exploit and apply. We discuss the affect of the pressure pipeline GIS system in the government management through the knowledge management of exploit process, system data, system apply and software engineering. The system show pipeline data and pipeline unit information data through the platform of map and invisiblity.it efficiently the unit pipeline information. The system has many functions of providing electrical data process , statistics and analysis, data export.Chapter 1 --The Introduction.
