转型时期中国城市社区民间组织发展研究——以上海为例

【摘要】 自上个世纪90年代以来，我国城市社区建设在民政部的积极推动下蓬勃发展：与此同时，新兴的社区民间组织也不断发展壮大。随着社区建设的不断推进，社区建设面临社区居民参与不足、社区归宿感不强、社区自治进程缓慢等问题。作为新兴的社区民间组织，在社区建设中的功能地位如何?它的发展与社区建设又会是什么关系呢?本文选择城市社区民间组织作为研究对象，从理论与实践相结合的角度，通过分析社区民间组织在社区建设中的功能地位及社区建设在社区民间组织发展中的功能地位来阐述两者的关系，从而提出两者是互动共生的关系；接着梳理社区民间组织在发展中面临的双重困境——普遍的困境和特殊的困境；在此基础上，提出社区民间组织发展的对策措施。目的在于通过培育和发展社区民间组织来推进社区建设。 全文分为六个部分。 第一部门主要阐述选题的由来、基本概念的辨析以及论文的基本框架。 第二部分着重梳理西方国家第三部门的相关理论。 第三部门论述了我国城市社区民间组织兴起的背景、动力机制：阐述了社区民间组织发展与社区建设的关系。首先，从宏观背景和微观环境分析杜区民间组织发展的背景；接着分析社区民间组织发展的双重动力机制；最后从社区民间组织在社区建设中的功能地位和社区建设在社区民间组织发展中的功能地位分析两者的关系。 第四部门分析了社区民间组织发展面临的双重困境。一方面，社区民间组织发展面临着其他民间组织面临的普遍的困境；另一方面，社区民间组织发展还面临着特殊的困境。 第五部分对上海市培育和发展社区民间组织的实践进行案例分析。 第六部分提出社区民间组织发展的对策措施。具体对策措施包括观念的转变、法律法规的完善、相关的政策、能力建设、内部的管理、社区居民参与水平的建设及政府其他行为的推动等方面。更多还原

【Abstract】 Since the 1990’s, urban community constraction under the actively promoting of Ministry of Civil Affairs has become a stirring social phenomenon in china’s urban society; Meanwhile, Grass-roots Organization generated from urban community grew rapidly. With deepening of community construction, there are many questions occurring such as participating in insufficiently, lack of community sense, slow process of community autonomy with which community construction confronted. As the new developing Grass-roots Organization of community, what is its function position during community construction? What relations will its development and community construction be? This paper selected Grass-roots Organization of urban community as research object. With theory combining with practice, analyzes inter-function between community construction and Grass-roots Organization. Thus propose that they are relations of the inter-dynamic intergrowth; Then comb the double predicament of the development of Grass-roots Organization; At last put forward some countermeasures of Grass-roots Organization of urban community. The purpose lies in advancing community construction through the development of Grass-roots Organization of urban community.The full text divides into six parts.Chapter 1 explains the origin of the selected title, offers the definition of the related concepts, outlines the framework.Chapter 2 gives an overview of the relevant theories of the Thud Sector of Western countries.Chapter 3 begins with the social background of the Grass-roots Organization of urban community the macro background and micro environmental analysis. Then analyses the double motive force mechanism of development of Grass-roots Organization of urban community; Finally analyses the inter-function between Grass-roots Organization of community and community construction.Chapter 4 analyses the double predicament faced in development of Grass-roots Organization of the community. On one hand, the development of Grass-roots Organization of the community faces the common predicament that other Non-government Organizations face; On the other hand, it still faces the specialpredicament.Chapter 5 regards Shanghai’s practice: Cultivate and develop the Grass-roots Organization of the community as a case and carry on the analysis of it.Chapter 6 provides some strategies about how to develop Grass-roots Organization of the community in order to pull forward community constructions.
