从系统分析方法原则看我国国有企业内部组织结构变革

【摘要】 系统方法于20世纪70年代引入我国,应用于自然科学和社会科学研究的许多领域。但到目前为止,现代系统论还主要以自然界为其研究对象,主要针对自然科学,因此将系统论这一产生于自然科学领域的科学方法论运用于社会科学的研究,研究社会有机体,研究它如何在社会科学的研究中被借鉴和应用,尚属需要不断探讨的课题,其中还有许多复杂的关系需要处理。这方面研究不论在我国还是在西方都还处于探索阶段。而本人尝试借鉴一般系统论的思维方法,把研究视野从宏观转向微观,从企业外部移回到企业内部,把企业当作自身改革的主体。在本文中,我首先从系统论的基本理论出发进行论述,这是全文的理论基础;其次,谈到我国国有企业传统的组织结构的特点、产生的原因及缺陷,这是企业组织结构之所以变革的原因;再次,利用系统分析方法分析国有企业组织结构变革的重要性,在组织结构变革中应该遵循的原则,以及按照系统分析方法进行创新的企业组织结构所应该具有的功能特征。 利用系统分析方法分析我国国有企业的组织结构的变革,探索我国国有企业的进一步改革,以期使国有企业焕发生机和活力,真正体现其在国民经济中的主导地位和发挥其控制力,推动经济的持续、健康、稳定的发展,争取早日实现全面建设小康社会的目标,都具有重要意义。面向不断发展变化的未来,实现企业组织结构的变革和创新,利用系统分析方法去研究企业组织结构变革这是新世纪里我国国有企业改革的正确选择。

【Abstract】 The systematical method introduced in China since 1970s, has been adopted in many fields concerning not only natural-scientific phase but also social-scientific phase. Up to now, however, the modern systematic theory has still predominantly regarded the Nature as its own researching object, mainly orienting on the natural science. Hence, how to apply this method, which has originated as a scientific method in the natural science, to the social science, is a further-studied theme. This hard task involves all-round fields, for example, how to study the social mechanism, and moreover, how to study how this method will be applied in the social science. In this task a lot of complicated relationships need to be resolved. The relevant study nowadays is a trial process both in China and in the West. I attempt to borrow the general thinking-way of this method in order to research from a macro-perspective to micro-perspective, from the external to internal phases of the firm, and regarding the firm as its own subject in the self-reform. Not only the analysis of the cause for the reform of the state-run firms, but also the way-choosing of the reform obtain their keys in the internal phase of firms. In this dissertation, I firstly formulate the basic theory of the systematic theory, which is the fundamental ground for the further analyzing; secondly, I analyze the organic characteristics of the traditional state-run firms, their cause of coming-into-being, and their default which is why the firm needs self-reform; thirdly, with the systematic method I analyze further the significance and the necessity of reform for the organic structure of the state-run firm, and the rules which should be abided by in the course of the reform., and furthermore the supposed functional characteristics of the organic structure of the firm which is reformed with the systematic analytic method.To seek to further reform the organic structure of the Chinese state-run firm with the systematic method, so that the firm can obtain more juvenile and energy, so that the firm can play a predominant and controlling role in the economic development, which drives the consistency, wealthy, and stability of the economic development, and realizes the goal of the social all-round prosperity as soon as possible, is of a great significance. With confrontation of the consistent developing future, realizing of the reform and juvenile of the organic structure of the firm, and applying of the systematic method in the analyzing the organic structure reform of the firm are the wise way for the reform of the state-run firm in the new century.
