【摘要】 本文所指供地政策是城市管理部门对土地供求数量进行宏观调控的指导思想，规划、计划等在供地政策原则下制定和实施，是相应的政策手段。供地政策是主观的，它有很强的目的性，但无论是以扩大供应为目标还是以抑制需求为目的，供地政策最终还是要落实到供应量应该控制在多少为佳的问题。本文结合市场失灵和政府失灵的理论以及特定城市供地制度背景，认为在大多数城市都实现了土地储备供应制度的今天，既控制城市用地供应增量又控制城市用地存量的供地政策将不适宜，一方面政府职能应该转变，一方面供地政策除了需要调控投机性行业的用地数量外，应该以控制土地供应增量为主。如何确定城市用地供应增量呢?从历史考察，现有城市用地扩展是过去经济发展和用地政策演变的结果，是土地供需的实体体现，而且城市用地扩展的数据易得。因此本文根据城市用地扩展现状和规律来选择具体城市具体经济发展阶段的供应增量，也根据具体城市供应机制运行状况选择供应主体以及政府相应职能等。另外本文还分析了供地政策本身的功能特点和类型以便于更好地展开研究。 全文的内容共分为五章：第一章是绪论，主要包括问题的提出，国内外相关研究概述，研究的方法和概念界定等内容；第二章在界定城市用地扩展相关概念后，分析城市用地扩展的影响因素和规律，为实证部分模拟城市用地扩展规律做准备；第三章具体分析了供地政策的类型、特点和政策制定程序；第四章以市场失灵理论和政府失灵理论为基础，重点分析了引起城市用地扩展不合理的市场失灵和政府失灵因素，试图对政策范围进行界定；第五章以马鞍山市为例，分析马鞍山市城市用地扩展的现状并判断其扩展的合理性，模拟城市用地扩展的规律并预测城市用地规模扩展的趋势，最后对马鞍山市供地政策进行拟合。第六章就城市用地扩展与供地政策的关系，城市用地扩展与经济发展的关系作出了总结，并提出了供地政策相应制度配套体系的改进建议。更多还原

【Abstract】 Land supply policy the paper indicate is the principle for land management department to adjust and control the quantity of land supply and demand.land use planning and annual plan are concrete tools, land supply policy has very strong purpose, but no matter being taking enlarging supply as goal or being taking restraining demand as purpose ,land suppply policy will implement quantity of supply eventually, This paper combines market failure with specific city as well as theory of government failure think that land supply policy should adjusting land supply incresement mainly. How to determine the quantity of land supply increment?From historical investigation, urban land use expansion is the result of past economic development and land policy , it is the entity embodiment of land supply and demand, therefore this paper basis on the reality and discipline of land use expansion to select specific land policy. Besides combine specific city as well as theory of market failure and government ineffectiveness to establish the scope of policy, Additionally, this paper have still analysed the function and characteristic of land supply policy in order to spread out research better.The content of full text divided into 5 totally chapter: First chapter is introduction, mainly include problem put forward , study related to domestic and foreign coutry, the general method and concept that is stated and limit of the paper etc; Second chapter introduce the concept of in urban land expansion, analysed the influencing factor of urban land expansion; the third chapter analysed the characteristic type and established program of current land policy of policy .based on the theory of market failure and government ineffectiveness, chapter 4 analysed the defect of government, attempt to limit scope of current land supply policy; the 5th chapter take Maanshan city for example, analysed the present situation of Maanshan city, foresee the scale of land area and finally select a specific land supply policy in 2005. chapter 6 concluded the relationship between urbanland expansion and economic development ,land expansion and land supply policy, and the improvement of corresponding system is suggested.更多还原
