【摘要】 今后5至10年，是21世纪的初始时期。在中华民族发展历程中，这一时期具有特殊意义。经过20多年的改革开放和发展，我们胜利实现了现代化建设的前两步战略目标。从新世纪开始，全国人民将进行新的伟大进军，开始实施现代化建设第三步战略部署。全面建设小康社会，把改革开放和社会主义现代化建设推向新阶段。这一时期将为在新世纪实现中华民族的伟大复兴奠定坚固基础。如何抓住历史机遇，适应新的发展形势，在新时期为科学技术的普及和推广做出新贡献，促进我国的科技进步是时代提交给所有科学技术协会、学会工作者的严肃课题。新的世纪是知识经济的时代，经济发展与科技进步的关系更加紧密，推动科技创新有赖于充分发挥科技人员的积极性和创造性。加强科协组织的发展战略研究比以往任何时期都更加紧迫。 目前关于中国社会团体发展战略的研究还未引起国内理论界、学术界的足够关注。因此，与科协发展战略有关的理论资源相对匮乏；重庆市科协的发展，也由于较少创新性的整体思路以及缺乏整体性的战略规划而显得步履缓慢。在国家经济体制、政治体制、文化体制的改革与调整中，特别是在科教兴国战略和西部大开发战略的实施过程中，重庆市科协应当通过观念更新和深化改革，在实践中谋求创新与发展，努力完成科协工作者必须肩负的历史使命。 本文通过问卷调查和实证研究方法，力图具体分析重庆市科协组织目前的内外部环境的变化趋势和特点，对重庆市科协组织自身的特点和现状进行较深入的探讨，从而较清晰地把握重庆市科协组织发展战略规划方面的实态与缺陷。并以此为基础对重庆市科协组织的发展战略进行尝试性分析和创新研究。全文分为四个部分： 第一部分，绪论。主要分析研究重庆市科协发展战略的问题背景及其研究的方法与设计，阐明了研究问题的背景、目的、意义和研究的方法以及研究的实施程序；通过对发展战略基本概念的界定，分析了战略的概念以及发展的本质涵义、 重庆市科学技术协会的实态调查及其发展战略研究发展战略的基本涵义和发展战略的基本特征。 第二部分，关于内外部公众对重庆市科协发展战略认知状况的调查。重庆市科协组织要制定和实施新的发展战略，必须对自身的实际状态进行调查，该部分通过对外部和内部公众对重庆市科协发展战略的认知情况以及相关问题的调查和分析，为重庆市科协组织新的发展战略的提出与建构建立了比较坚实的基础。 第三部分，重庆市科协组织制定与实施发展战略的内外部环境分析。分析重庆市科协组织的发展历程、目前状况和存在的问题:对重庆市科协制定和实施发展战略的环境状况进行多维透视，着重分析了重庆市科协制定和实施发展战略需要考虑的相关问题，例如:重庆市科技人才的基本概况以及科技体制改革、科技全球化与经济全球化、西部大开发战略、中共十六大对科技发展与普及的要求等等。 第四部分，重庆市科协组织发展战略的选择与实施研究。在该部分中，试图提出重庆市科协组织的发展战略目标的内容，着重研究了重庆市科协组织发展战略的实现途径，并对重庆市科协组织发展战略实施过程中的问题控制进行了比较具体的研究。 总而言之，本文力图通过理论与实证研究相结合的方法，尝试探索重庆市科协组织未来发展方向、性质、目标和任务，探索建立适应社会主义市场经济体制，符合科学技术和科技团体发展规律的科协组织体制、运行机制和活动方式。对重庆市科协组织发展战略规划的具体制定等实际工作具有借鉴作用和创新价值。更多还原

【Abstract】 From now on 5-10 years. In process of Chinese development, the period has the special meaning. With the development of economy through Reformation and Opening more than 20 years, our nation have realized two strategies target of modern developments. From new century; the people of China will proceed the new great advance, coming into the third step of modern developments strategy- middle-class family society, push the Opening and Reformation to modern new stag with the socialism developments. This period , China will realizes rebound in new century .How to holding tight the history opportunity, adapting to the new development situation and doing the new contributing ,is serious lesson .New century is the times of knowledge-based economy. The economy development progresses more close with technology, pushing the technology in development set up to depend on well develop and well creates of the personnel of technology . Enhancing the research of development strategy on Science Association is all more urgent than former any period.Currently ,the research concerning Chinese social group development strategy hasn’t caused the enough concern of the local theories field and academic circles. Therefore, the theories of develop strategy on Science Association is opposite needy. In the process of development, Chongqing Science Association, that because the less creative way of thinking about the whole development strategy programming leads to walking embarrassment .So the development of Chongqing Science Association has the complexity. But, at the reformation process of the national economic system, political setup, economy organizes that structure and form development variety and adjust, especially putting the process in the development strategy of the West Regions and the strategy of The section teaches to make a country strong into practice.
