【摘要】 民营企业是现阶段我国最具竞争力的经济力量，是人们普遍认同的中国经济发展的动力之源，加快民营企业的发展已日益成为全社会的共识。 然而，民营企业在发展过程中所面临的融资困境成为制约民营经济发展的首要问题，严重阻碍了民营经济的健康发展。此外，由于国内资本市场对民营企业的诸多限制，使得民营企业在国内的融资渠道并不通畅。由此建立和完善我国民营中小企业的信用担保机制势在必行，本论文从经济学的角度出发，阐述了信用担保产生的基本经济学原理，即完善市场信号机制，修正市场信息的不对称状态，发挥价格机制对市场的自动调节作用。本论文介绍了以日本为代表的国外信用保证体系运作概况，深入分析了民营中小企业信用担保体系在我国产生的原因，结合我国各地信用担保机构的试点情况，提出我国应当构建以政府扶持为后盾、以民间资本作为补充、以金融机构为支撑的信用担保体系，并针对性地提出了包括完善资金支持体系、强化担保投资机制的对策与建议。更多还原

【Abstract】 Private enterprises are the most compeltly power in china ,and it is the source of economic development also, promoting development of private enterprises is the comomnly wish.However, the difficult position of circulating funds on developing of small and medium sized private enterprises is the most important question that restricts economic development of private economy. What’ s more .there are much limity to small and medium sized private enterprises in national capital market, it makes the ditch on circulating funds unsmooth to small and medium sized private enterprises. So it will be certainly to building and perfecting the credit guaratee system small and medium sized private enterprisesIn this article, we demonstrate the economic principle in the view of the economics of information that the price mechanism can automatically adjust the information of market by improving the signal mechanism of the market and modifying asymmetric state of the market. We introduce the general running state of the foreign credit guarantee system of japan. The cause leading to the introduction of the system in china are deeply analyzed combine with our practical state of experimental units, we proposed our credit guarantee system supported by our government and financial institutions. Suitable policies are put forward. Finally, we suggest creatively credit guarantee institutions should be responsible for the credit insurance.更多还原
