台州西兰花产业现状分析与发展对策研究

Analysis on the Status Quo of Brassica Oleracea L. Var. Italica Piench Industry and Countermeasure for Development in Taizhou

【摘要】 台州是全国规模最大的冬春季西兰花生产基地,种植面积达6600多公顷,整个产量占全国的三分之一。 作为一种出口导向型产业,西兰花生产强烈地受到国际贸易波动的影响。论文首先分析了我国西兰花的出口态势和台州西兰花产业的比较优势,指出台州发展西兰花产业具有自然资源优势和经济技术优势,形成了很强的综合竞争力。 论文分析了台州西兰花的生产情况、市场行情和产业特点,指出台州西兰花产业具有市场开拓不断深入、营销网络充分发育、龙头企业正在崛起、产业化组织初步建成等特点。但也存在一些无法回避的问题,如全程质量安全监控体系建设滞后;缺少科技创新服务中心,标准化技术推广应用缓慢;种植结构性矛盾比较突出,产业综合带动力弱;信息服务体系建设不够完善,等等。 论文针对台州西兰花产业发展过程中存在的问题,进一步分析了促进西兰花产业发展的具体对策和措施:(1)利用WTO规则,依靠科技创新,全面提高西兰花出口的综合竞争力。(2)实行全程技术与质量安全控制。(3)突破绿色技术壁垒。(4)提高流通体系运营效率,建立高效的物流体系。(5)拓展市场,培育“龙头”,提高产业的综合效益。(6)实行农业管理体制创新。(7)建构政府及相关部门的支持体系。

【Abstract】 Taizhou is the nation-wide largest scale base for production of Brassica oleracea L. var. italica Piench. The growing acreage in Taizhou is up to 6, 600 hektare and the total production occupied one-third yield in China.As an export-oriented industry, the production of Brassica oleracea L. var. italica Piench was affected dramatically by the fluctuation of international trade. Firstly, based on analyzing the trend of export in China and the comparative advantages of Brassica oleracea L. var. italica Piench industry in Taizhou city, this article point out that Taizhou has advantages in natural sources or in economy and technology for the development of Brassica oleracea L. var. italica Piench industry, and has formed great comprehensive competitiveness.On analyzing the production situation, market trends and industrial characteristics of Brassica oleracea L. var. italica Piench in Taizhou city, this paper p oint o ut t hat the i ndustry of B rassica oleracea L. var. italica Piench i n Taizhou have several advantages including the market exploitation are constantly wider and deeper, the network of sales are well developed, the key leading enterprises are growing up and the organization of industrialization are primarily established. However, there are still some problems that cannot be avoided, such as construction of full-time supervising system for qualitative safety are lagged; It lack the service center for science, technology and innovation, so it is too slow to generalize the use of a standard technology; The contradiction of planting structure are relatively obvious, the comprehensive motivation of industry are too weak; The construction of information service system are not so perfect; etc.In order to solve the problem that limited the progress of industrial development of Brassica oleracea L. var. italica Piench in Taizhou city, this article designed several countermeasures in details to speed up the progress ofindustrial development: (1) Making use of WTO rules, depending on science, technology and innovation, and all-round increasing the comprehensive competitiveness. (2) Implementing the full-time control of technological and qualitative safety. (3) Breaking through the wall of green technology. (4) Enhancing the management efficiency of circulation system. (5) Exploiting the market, cultivating the key leading enterprise and increasing the comprehensive benefit of industry. (6) Implementing the system innovation of agricultural management. (7) Constructing the support system of government and related branch.
