【摘要】 水是天赐之物，地藏之源，但并非取之不尽，用之不竭。特别是象天津这样的重度缺水城市，水的问题已严重制约着经济和社会的发展。连续几年的干旱，使城市供水出现了最为紧张的局面；同时污水的大量排放，加重了水体的污染。为了保护节约水资源，减少水体污染，将污水作为一种资源进行合理的开发及利用已成为当务之急。本文以天津市为研究对象，首先从天津市的水资源短缺现状着手，指出了中水回用是解决天津市水资源短缺的最有效途径。其次，概述了国内外中水回用的情况以及建筑小区中水回用系统的设置与组合。再次，以梅江居住区为例，阐述了中水回用工程的技术经济可行性，并指出了在中水回用过程中的问题。最后，针对所出现的问题，本文从如何调整水价，发挥经济杠杆的作用；如何加强污水厂建设运营管理；如何建立回用水的管理机构和政策等方面进行了详细的论述，提出了解决问题的办法，对于实践有一定的指导意义。更多还原

【Abstract】 As a sort of resource, water is reserved widely in nature, but it is not inexhaustible in supply and always available for use. Especially like Tianjin, which is in seriously short of water, water has already restrain economic and social development of city. Tianjin has endured the serious drought for several years, so that urban water supply has shown a tense situation. At the same time, a great deal of sewage discharge strengthens pollution of water bodies. In order to protect, save water resources, decrease pollution, it’s imperative to regard sewage water as a resource to exploit.This thesis has researches in Tianjin city. At first, in the term of water resources shortage status, this thesis indicates developing intermediate water reuse is the best effective method to solve water shortage in Tianjin. Secondly, it outlines the reclaimed water reuse condition of domestic and overseas, as well as setting and combination of water reuse system in residential district. Again, taking example for Meijiang district, it demonstrates the water reuse engineering’s technical and economical feasibility and issues existent problems in process of reuse of intermediate water. At last, aiming at problems, the thesis particularly discusses how to adjust water price, exert the role of economic leverage; how to strengthen management of sewage treatment plant in construction and operation; how to establish water reuse’s managerial organization and corresponding policies.
