【摘要】 我国农业正处于由传统农业向现代农业过渡的转型时期，农业现代化对农业科技推广和农民素质培养提出了很高的要求。但是，目前我国农业科技推广工作和农民素质教育还存在诸多问题。究其原因，主要是农业科技推广和农民素质培养二者缺乏有效地结合，并未把二者放于同等重要的地位，没有充分发挥出二者双向互动的积极效应。 文章针对以上问题，对天津市农业科技推广与农民素质培养进行了系统研究。通过问卷调查，全面分析了其现状及存在的问题，主要表现为：农业科技投入不足；农业科技成果的有效供应不足；政府对农业科技推广组织力度小；农民综合素质偏低；农民素质教育内容单一；农业教育与科研推广部门缺乏有效协调等。然后，依据21世纪现代农业的新要求，重点研究了农业科技推广和农民素质培养双向适应问题。 最后，依据所存在的问题和现代农业的新要求，提出了相应的对策与建议：农业科技推广和农民素质培养二者并重；完善农业科技推广体系和农村教育体系；增大资金投入力度；加强农业教育，农业科研、推广等部门之间相互协调、沟通；建立、健全农业科技推广与农民素质培养方面相关法律法规；转变传统思路，改变农民被动地位，促进农业科技成果尽快转化为现实生产力，以提高农民生活水平，全面建设农村小康社会。更多还原

【Abstract】 The Chinese agriculture is in a transition period of modern agriculture. The agricultural modernization advanced high need for agricultural sci & tech extension and upgrade of farmer’s literacy. But, our agricultural sci & tech extension and upgrade of farmer’s literacy still existed a series of problems. The important reason is that the agricultural sci & tech extension and upgrade of farmer’s literacy haven’t been combined effectively and haven’t been put on the same important place. They didn’t bring into play positive role.The paper studied systematically the agricultural sci & tech extension and upgrade of fanner’s literacy in Tianjin on this problem. By question-and-answer investigation, we analyzed overall the present and questions. For example, the fund investment was low. The agricultural sci & tech achievements’ supply was lack. The agricultural sci & tech achievements’ organization degree was not enough. The farmer’s literacy was low. The agriculture education department and agriculture science-research institution were short of effective connection. Then, we studied importantly mutual adapt problem on agricultural sci & tech extension and upgrade of farmer’s literacy.Finally, we advanced relevant policy and suggestions on the basis of the problems and modern agricultural new demands. For example, the agricultural sci & tech extension and upgrade of farmer’s literacy is same important. The agricultural sci & tech extension system and countryside education system should be perfected. The fund investment’s degree should be improved for carrying successfully out agricultural sci & tech extension and upgrade of farmer’s literacy. The agricultural education department, agricultural science-research institution and agricultural sci & tech extension department should be coordinated. The laws on the agricultural sci & tech extension and upgrade of farmer’s literacy should be found and strengthened. By changing traditional thoughts, the agricultural science achievements’ transformation will be advanced, the farmer’s living standard will be improved.
