【摘要】 随着我国城镇化建设的发展和城市的不断扩张，耕地面积逐年减少，土地利用规划及其管理工作作为土地利用宏观调控和土地用途管制的重要手段越来越受到重视。为了促进土地利用规划的科学化，提高用地规划审查业务的工作效率，规范土地利用规划管理，逐步建立完善的县级土地利用规划管理信息系统具有重要的现实意义。 本文在总结了以往土地利用规划管理信息系统建设方面的经验、不足的基础上，确定了以土地利用规划实施管理业务为主线，全面管理规划数据为基础，实现图文的同步流转，提供辅助规划编制功能的系统建设思路。 本研究对县级土地利用规划及其管理工作进行了详细的业务分析；以土地利用规划及其管理工作的特点和要求为出发点，采用面向业务的模块化设计方法，设计了一套基于GIS技术，以规划实施业务为主线，支持图文一体化办公的管理信息系统，主要包括规划实施管理、规划成果管理、辅助规划编制、图形编辑管理、查询统计及系统配置管理等功能模块；最后以大兴区为例进行了县级土地利用规划管理信息系统的实践工作。本人与课题组成员合作完成了县级土地利用规划管理信息系统的主要功能模块的开发工作。 本系统采用C／S运行模式，为土地利用规划管理工作的网络化办公提供了技术手段；应用存储业务标识信息的数据库设计思想，为项目用地规划审查业务信息的网络流转以及领导督办、督察功能的实现提供了技术方法，提高了土地利用规划管理工作的透明度；系统采用GIS的图形编辑功能和空间分析功能，提供了多种规划特色的图形编辑功能和土地管理中专用的面积统计功能。这些功能的实现提高了规划管理日常办公的工作效率和科学化水平，为土地利用信息的实时更新，土地利用规划动态管理的实现提供了技术支持。 本文选取Oracle为数据库管理系统，以MapGIS为GIS平台、Visual Basic为开发工具进行了县级土地利用规划管理信息系统的开发。更多还原

【Abstract】 With the development of towns and the unceasing expand of cities, the plantation is reduced year after year. Land-use planning and its management as the powerful weapon to the implement of land-use macro-distribution and land-use regulation become more and more important. It is meaningful to build the land-use planning management information system, promote the scientific level of the land-use planning; improve the efficiency of daily work; strengthen the criterion of land-use planning management.Based on the experience and shortage of former study of land-use planning management information system, the building idea of the system is confirmed. The building thinking use the operation of land-use planning management as masterstroke; all-sided managing the data of planning as the base, realize the flowing of graphic data and text and provide the function of assistant planning.In the paper, the detailed operation-analysis of land-use planning management is done. After thinking of the character and the requirement of land-use planning management, we design a set of management information system, which based on GIS technology and holding out the integration of graphic data and text. There are several modules in the information system, such as planning operation management, planning production management, assistant planning module, graphic editor module, etc. At the end of the paper, the system has been practiced as an instance. I have developed main functional module of county land-use planning management information system together with other team colleague.We use the C/S module, which provides technology means of land-use planning management flowing work. The flowing of graphic data and text and the function of leader examining is realized in the system by storage operational sign, which promote the transparence of examining operation. By using graphic editor function and spatial analysis faculty of GIS, various especially function of graphic editor and area statistic for land-use operation are provided in this system. Using the system, we can improve the scientific level and efficiency of the land-use planning management daily work and realize land-use information updated in time and dynamic planning management.We use Oracle.as database system, MapGIS as platform of GIS, MS Visual Basic as developing tool.更多还原
