【摘要】 中国的现代化进程是与留学教育运动密不可分的。特定的社会、政治和国情背景，从而形成的具有政府行为的留学政策，很大程度上引导和决定了每一次留学教育运动的目标取向。本论文通过追溯新中国成立以来我国留学政策的演变过程，揭示出留学政策在中国科技发展领域所带来的影响力和表现形式，认为规模化的留学教育运动，是在政策引导下的国家教育投资行为，它包含了特定政权缎织的价值取向和权力意图。留学政策的制定和实施，具有重要的科技影响力。更多还原

【Abstract】 The course of modernization in China is connected closely with the education of studying abroad. The special background of society, politics and the situation of a country, then forming policy of studying abroad, that represent the intention of Government, inducts and decides the aims of education of studying abroad. Through ascending the development of policy of studying abroad after founding new China, this thesis open out the influence and forms of policy of studying abroad on science and technology in China, consider that it is a state-investment behaviour in the direction of policy, containing value tropism and power intention from special regime organ. So, the establishment and implement of policy of studying abroad, has an important influence on the development of science and technology.更多还原
