天津市高职院校专业设置实践与理论问题研究

【摘要】 天津市高等职业教育事业自上世纪末以来得到了迅猛的发展,在校生数的迅速扩张,以及高等职业教育服务于地方经济社会发展的需要,使得高职院校的原有专业数量和类别难以适应形势的发展。在某种程度上,专业设置已成为制约我国高等职业技术教育发展的瓶颈,本篇论文的题目就是在这种背景下确立的。论文共分四章。论文第一章首先结合国内外有关高职教育的研究成果和我国近几年高职教育的实践,对高职教育的属性、培养目标和特点进行了深入的剖析。认为高等职业教育具有高教和职教双重属性,高职教育应该培养“适应生产、建设、管理、服务第一线需要的,德、智、体、美等全面发展的高等技术应用型专门人才”。在此基础上对天津市高职教育专业设置的现状进行了分析,认为经过几年来天津市各所高职院校的不断探索与实践,天津市高职教育的专业设置已取得了令人欣慰的成绩,但同时也存在着一些急需解决的问题,并对问题的成因进行了剖析。论文第二章是在阐述专业、专业设置的概念和高职教育专业设置特点基础上,对高职专业设置的基础理论问题进行了研究,主要研究了专业设置的两个重要依据、必须坚持的四个原则和应该处理好的四个关系。论文第三章首先综合国内有关高职院校专业设置成功的经验和有关研究成果,借鉴国外职业教育专业设置的一般步骤,总结归纳出适合我国高职教育专业设置的方法和主要程序。然后阐述了在社会主义市场经济条件下如何对高职教育的专业设置和建设进行有效的管理。论文最后一章是从宏观和微观两个层面进行高职专业设置的对策研究,认为推动天津市高职教育事业的可持续发展,首先是创新专业设置宏观管理体制;其次是高职院校要以市场为需求,紧紧围绕办学条件来科学设置专业。

【Abstract】 The vocational education institutes develops very fast since the end of the last century. Due to the abrupt increasing of student numbers and the need of satisfying the development of local economy, the original major numbers and categories cannot meet the situation. To a certain degree the major setting now is the constraint for vocational education development. Hence the author shall focus on the discussion of this problem in the article. This article is composed of four parts. The first part deals with the insight discussion of the nature, objectives and characteristics of vocational education focusing on the research achievement and practices in the area and domestically. The author holds the view that high vocational education has the double nature of higher education and vocational education. And the vocational education should train the high technological-application specialized talents with good merits, intelligence, physical conditions and personality, meeting the needs of production, construction, management and service. On that base the author analyzes situation of the major setting of vocational education, concluding that the major setting of vocational education in Tianjin has achieved much progress, but also there are also some problems which are analyzed here. The second part of the article deals with the concepts of major and major setting and the characteristics of vocational education and analyzes the fundamental theoretical problems in vocational education major setting: two important gist, four necessary principles and four subtle relationships. The third part summarizes the suitable methods and main procedures for Chinese vocational education major setting after analyzing the successful experience and research achievement in China and foreign countries and suggests some possible ways on how to establish and manage effective major setting system. The last part studies the countermeasures for major setting from micro and macro aspects. It concludes that for the sustainable development of vocational education, first we should innovate the macro system for major setting of vocational education; second, the institutes should set majors according to their conditions and the market needs.
