【摘要】 高等教育事业的迅速发展，为高等院校基本建设带来了从未有过的发展机遇。由于社会经济体制的改革和高校建设产品的特殊性，引发了许多关于基本建设管理的新思考。其中如何运用经济手段和法律手段进行项目建设全过程管理，受到高校基本建设管理人员的普遍关注。本文以高校基本建设的三个主要阶段为切入点，着重研究招投标管理、工程质量和建设投资管理、合同管理及工程风险问题。这些问题是高等院校基本建设管理的重点和难点，也是目前建筑市场争论较多的热点话题。全文共分五章。第一章从经济发展的角度，认识基本建设的重要性，分析高等院校基本建设的特点；第二章重点讨论施工招标问题；第三章和第四章分别论述施工过程中质量、投资、合同的管理；第五章针对高等院校基本建设管理存在的问题，提出相应对策。本文以工程建设法律法规为依据，以现代管理学理论为基础，并结合自己从事工程管理的实践经验，对施工工序质量进行了统计分析，然后采取纠偏措施，最终达到质量预控目标。在投资管理方面，则应用运筹学原理构建数学模型，通过多方位分析比较来确定最佳方案（包括设计方案和施工方案）。同时，本文还详述了工程量清单计价、经评审的低价中标以及工程保证担保等制度管理方法，从而实现投资效益最大化。更多还原

【Abstract】 The rapid development of higher education brings unprecedented favorable circumstances for the capital construction in institutions of higher learning. Under such circumstances, the reform of economic system and the particularity of the construction products in institutions of higher learning inspire some new reflections on the management of the capital construction. Among them, how to administrate the whole construction process of a project by means of economic and legal measures is a topic, which is widely paid close attention to by the administrative personnel in institutions of higher learning.With three main phases of the capital construction in institutions of higher learning as its breakthrough point, this study focuses on the management of public bidding issues, the management of project quality and investment in construction, the management of contracts and the discussion of project risks. These are not only the emphases and difficult points in the capital construction in institutions of higher learning but also highly-disputed hot issues in the architecture market at present.The paper consists of five chapters. Chapter one argues for the importance of the capital construction in terms of economic development and analyzes the features of the capital construction in institutions of higher learning. Chapter two focuses on the construction bidding issues. Chapter three and Chapter four discuss the managements of construction quality, construction investment and construction contracts respectively. Chapter five, in view of the existing problems in the capital construction management in institutions of higher learning, puts forward the appropriate measures to solve them.Based on laws and regulations in project construction, the theory of modern management science, the researcher’s personal practical experiences in project management, this paper analyzes statistically the construction process quality, then takes some measures to rectify a deviation, and finally achieves the aim of controlling the quality in advance. As to the management of investment, it gets to decide on the best plan (including the design plan and the construction plan) by applying the principle of operational research to forming mathematic patterns and then analyzing them multi-dimensionally. In addition, this paper elaborates the systematized management measures in the valuation of the construction amount in detailed lists, the assessment of lowest-price bidder and the earnest money guarantees of a project, so as to maximize the economic returns.更多还原
