【摘要】 世纪之交，我国即将进入实施社会主义现代化建设第三步发展战略的关键时期。面对世界局势的深刻变化和航天技术的迅猛发展，航天企业肩负着加快我国国防现代化建设，保持航天科技工业发展势头以及促进国民经济发展等方面的历史重任。自1999年国家进行军工企业体制改革和2000年中国正式加入WTO以来，航天产品研发制造单位终于走出了几十年不变的计划经济体制，要以一种真正的企业身份进入到市场竞争的环境中来。这种变化使得航天企业必须适应多方面的转变以面对前所未有的竞争与挑战，这些转变包括由原有为国防建设服务转变为经济建设服务，由单纯面向军对提供武器装备转变面向国内市场提供产品，产业结构由单一军品转变为军民结合，由一业经营转变为多业经营，管理模式由计划经济转变为军品实行指令性计划下的合同制，民品完全进入市场等等。内外部环境的变化对航天企业的生存和发展提出了严峻的考验，同时也为航天企业的发展创造了良好的机遇。我国的航天企业正处于一个十分关键的发展阶段，因此开展航天企业的战略研究是一项迫切而切实可行的工作，制定合理、有效的战略方针对于航天企业发展具有深远的意义。 本文运用企业战略发展研究的理论，以航天科工集团为研究对象对航天企业的战略发展研究进行了详细的阐述。通过大量的调研对航天科工集团公司进行综合分析，总结归纳出集团公司现行发展中存在的优势、劣势、机会及威胁等各方面因素，确定了公司战略发展的指标体系及各级指标的权重，并根据权重计算各指标因素的数值，进而得出集团公司的战略分析结果，并制定了集团公司的战略目标和整体战略。而后，运用平衡计分卡方法对集团公司的战略实施进行推动，并对战略实施过程中存在的问题进行回馈和分析，以保证集团公司战略的有力执行。在本文具体分析过程中，综合运用了SWOT、AHP、发展态势图等战略研究方法展开具体研究，力求研究的针对性、实用性和可操作性。更多还原

【Abstract】 The turn of the century, our country will enter the key period at the third steps of strategic development of socialist modernization drive soon. In the face of the great change of the world situation and swift and violent development of aerospace technology, Aerospace Corporations take on a historical important task of accelerating the modernization drive of national defense, as well as keeping growth momentum of aerospace science and technology industrial and promoting national economic development. Since China entering WTO in 2000 and the country carrying on the system reform of military enterprises in 1999, aerospace corporations have went out of the planned economic system in decades instead of being into the environment of the market competition as a kind of real enterprise. In order to adapt to unprecedented competition and challenge, aerospace corporations happen to much transitions in many aspects including serving for national defense construction originally changing into economic construction, offering the weaponry to army into offering the products to domestic market, the single military products form of industrial structure into army-civilian combination form. The management mode changes into the military products implementing the contract system under the mandatory plan and the civilian goods totally entering market from planned economy. The change of environment has put forward the severe trial to the existence and development of Aerospace Corporation, as well as a good opportunity to them. The Aerospace Corporation being in a vital developing stage, it is an urgent and feasible work to develop the strategic research. Making rational, effective strategy will have far-reaching meanings to the development of Aerospace Corporation. Using of the strategic theories, regarding China Aerospace Science and Industrial Corporation as research object, the thesis studied the strategic development of Aerospace Corporation in detail. Through a large amount of investigation and researches, it analyzed China Aerospace Science and Industrial Corporation synthetically and summarize its extant strengths, weaknesses, opportunities, threatens and other factors which made up of the index system of company’s strategic development. According to the weight of the indexes at all levels, it calculated the value of every index factor in order to draw the analytic result of strategy, and then made the corporation’s strategic objective and whole strategy at last. Furthermore，in order to guarantee the strong execution of the strategy using Balanced Scorecard to impel the strategy implementation of the corporation, it analyzed and feedback the questions which exist in the strategy implementation course. During the process of concrete analysis, the thesis utilized SWOT, AHP, developing state picture, etc., to launch research synthetically for the sake of making every effort to guarantee the thesis’ pertinence, practicability and effectiveness.更多还原
