华北石油医疗卫生系统社会化转型战略研究

【摘要】 为了建立现代企业制度适应社会主义市场经济的发展,华北石油医疗卫生系统(以下简称华油卫生系统)面临着如何进行与企业分离,改变计划经济体制下形成的现行管理模式,实现社会化转型的战略选择问题。本文应用企业战略管理的相关理论和方法,提出了华油卫生系统社会化转型战略:组建隶属华北石油管理局的华油医疗集团,调整华油卫生系统存量结构,提升华油医疗机构核心竞争力,确保可持续的竞争优势。 本文章节安排及主要内容如下:前言就本文的研究目的、研究方法、研究流程、资料来源、理论框架、论文结构和本文所作的工作做简要说明。第一章主要介绍华油卫生系统社会化的背景和涵义,通过建立华油卫生系统社会化途径选择模型,对组建华油医疗集团进行评价分析。第二章依据对大量基础数据的比较分析,全面论述华油卫生系统现状和存在问题,阐明了组建华油医疗集团的差距与困难。第三章采用企业战略管理相关理论和方法,分析华油卫生系统内、外部环境,提出华油卫生系统社会化转型战略。第四章针对第三章制定的战略,设计具体实施方案。本文的创新主要表现在三个方面:一是采用层次分析法,提高了华油卫生系统社会化途径评价选择结论的说服力;二是应用“五力”模型、行业竞争结构分析模型、核心竞争力辨识路径图、医疗机构竞争力评价体系等模型,提高了研究的科学性;三是构造了华油卫生系统社会化转型战略具体实施方案。

【Abstract】 For the demand of the Socialist Market Economy and modern enterprise’s system, the Petrol Huabei Medical and Health System (the abbreviated form of the name Huayou Health System hereinafter sections) has to handle the strategy option as below: to be separated from the enterprise, and then to change the present management model that has been found in Command Economy in order to realize socialization transformation.In this thesis, author applies relevant theories and methods of enterprise’s strategic management to practice, and puts forward a socialization transformation strategy for Huayou Health System: Sets up Huayou Medical Group which belongs to the enterprise, reforms its old structures, and promotes the core competence of medical organizations in it, so that it will keep up a continuous competitive advantage.The chapters and content of this thesis are as follows: The preface includes the research’s purpose、method、process and working, the document’s source , the frame of the theory and the thesis. The chapter 1 is mainly about the introduction of the socialization’s background and the meaning about Huayou Health System. Especially, author sets up a model of socialization’s paths to evaluate and analyze the option of Huayou Medical Group’s found. In chapter 2, after comparison and analysis of many basal data, author discusses the situation and present problems in Huayou Health System comprehensively so as to find out the difference or difficulty from forming Huayou Medical Group. In chapter 3, author applies relevant theories and methods of enterprise’s strategic management to analyze inside and outside environments of Huayou Health System, then puts forward a socialization transformation strategy for it. In Chapter 4, author designs a specific plan to put strategy of chapter 3 in practice.The innovation of this thesis lies in the following aspects: First, AHP analysis is applied to enhance the persuasion about evaluating and analyzing the socialization’s path of Huayou Health System. Second, the scientific level of the research is heightened by using those models such as five kinds of competitive force、analysis of industry’s competitive structure、the path chart to distinguish core competence and the system about evaluating competitive force in medical organizations. Third, the research has worked out a specific plan of socialization transformation strategy for Huayou Health System.
