天津市城市社区健康教育与健康促进研究

【摘要】 本文通过分析天津市城市社区健康教育与健康促进的现状,评估社区居民健康需求,来探讨天津城市社区健康教育与健康促进的发展策略。通过对全市61个社区卫生服务中心,175个社区卫生服务站进行问卷调查及专项访谈,客观的从社区卫生政策制定、社区卫生服务开展情况、组织机构及管理机制建设、社区健康教育开展及健康教育经费投入、健康教育专业人员培训情况等方面进行现状分析。结合2003年天津市城市卫生服务抽样调查情况,运用格林的PRECEDE-PROCEED模式,首次对天津市城市社区健康教育与健康促进的现状进行了包括社会诊断、流行病学诊断、行为与环境诊断、教育与组织诊断、管理与政策诊断等的社区诊断,分析、评估城市居民对健康教育与健康促进的需求,确定健康教育的目标人群及其健康教育内容和教育场所。运用公共政策及政策系统理论,重点从政府、社区及卫生专业机构的角度提出天津市城市社区健康教育与健康促进的发展策略。

【Abstract】 In order to assess the healthy demand of community resident and discuss the developing strategy to healthy education and healthy promotion in the city community in Tianjin, study was conducted on the status of the healthy education and healthy promotion in Tianjian city community.61 community hygiene service centers and 175 service stations were recruited in this study. Data is collected through questionnaires and focus discusses, such as establishing hygiene policy, the status of community hygiene service, building organization and management, the status of community healthy education, the healthy educational outlay, training the healthy teaching staffs. Making use of the Green’s PRECEDE-PROCEED model and adding to the random samples results of city hygiene service in Tianjin, for the first time, we diagnose the status of healthy education and healthy promotion in community in Tianjin, including society diagnose, epidemiological diagnose, conducting and environmental diagnose, educational and organizing diagnose, management and policy diagnose, and so on. We also analyze and assess the resident’s demand of healthy education and healthy promotion, in order to confirm the aimed-public, the content and the sites for healthy education. Focusing on the government, the community and the hygiene department, we lay out the developing strategies to healthy education and healthy promotion in community in Tianjin through the public policy and policy system theory.
