【摘要】 “三农”问题的核心是农民问题，农民问题的焦点是农民收入连续多年持续低迷的局面始终没有得到根本性扭转。 现阶段，农民增收问题不仅成为我国农业和农村经济发展中的根本问题，也成为整个国民经济运行中的首要问题。本文旨在从公共政策学的角度，以我国农民增收现状为切入点，对影响农民增收的政策性缺陷进行深入分析，并对如何解决好农民增收问题进行了一些探索。 本文的章节安排及主要内容：第一章，阐述了我国农民增收的变化趋势、面临挑战和严重危害；第二章，剖析了我国农民增收缓慢的政策性缺陷；第三章，分析了农业政策各构成要素存在的问题对农民增收的具体影响；第四章，探讨了促进我国农民增收的改革对策。 本文的创新性主要体现在：以农民增收问题为主线，运用公共政策分析的有关理念、思想、原理和方法，对与农民增收有直接关联的若干政策，从政策的基本目标和主要措施、政策在执行中出现的主要问题、政策本身的缺陷以及组成政策的各构成要素存在的问题对农民增收的影响等多个维度，进行了比较深入的论述。同时，还对促进农民增收的有关改革对策，在深入调研（包括开展有关实地调查）的基础上，做出了一些有益的探索。更多还原

【Abstract】 The core of problems of peasants, countryside and agriculture is the problem of peasants, and the focus of this problem is the situation that the level of peasants’ income has been low continuously for many years has never been remedied thoroughly.At present, the problem of increase in peasants’ income has become not only the basic problem in the development of agriculture and economy in countryside of China but also the chief problem in the movement of the whole national economy. From the angle of public policy, and beginning with current situation of increase in peasants’ income in China, the paper aims to make thorough analysis of deficiencies of policy affecting increase in peasants’income and to make some investigation into the solution to this problem. The arrangement of chapters and main content of the paper are as follows: Chapter One expounds the basic current situation, tendency of development, challenges and serious harm of increase in peasants’income in China. Chapter Two analyzes the deficiencies of policy causing slow increase in peasants’ income in China. Chapter Three analyzes specific effect of the problems existing in every factor making up of agricultural policy on increase in peasants’ income. Chapter Four probes into reform countermeasures to promote increase in peasants’ income in China.The innovations of the paper mainly reflect in the following aspects: the problem of increase in peasants’ income is taken as the main club, and conceptions, ideas, principles and methods related with public policy analysis are applied to expound profoundly some policies directly related with increase in peasants’ income in the aspects as follows: the basic target and main measures of policy, the main problems occurring in the application of policy, deficiencies of policy itself, and effect of the problems existing in every factor making up of agricultural policy on increase in peasants’ income and so on. Meanwhile, some useful investigations into relevant countermeasures to promote increase in peasants’ income are made on the basis of deep research including carrying out relevant investigation on the spot.更多还原
