职业学校实施职业资格证书制度的研究

【摘要】 本文采用调查法、访谈法、比较法、统计法、文献法等科学研究方法,对中等职业学校实施职业资格证书制度的现状与对策进行了深入的调查研究。本课题的研究成果可以为政府有关部门对职业资格证书制度的建设、宏观管理和相关决策的制定提供理论依据,为中等职业学校顺利实施职业资格证书制度提供现实的理论指导。本文首先界定了职业、职业资格、职业资格证书和职业资格证书制度的基本概念和基本内容,简述了职业资格证书的基本功能,介绍了国家建立职业资格证书制度、开展职业技能鉴定的基本概况,阐述了国家全面推行职业资格证书制度的重大意义。其次,从马克思主义理论、教育经济学、现代教育学、西方教育学的角度,对中等职业学校实施职业资格证书制度进行了理论探讨,从法律、政策、中等职业教育的教育目的和培养目标、劳动力市场、中等职业学校的现有办学条件等方面,论述了中等职业学校实施职业资格证书制度的必要性和可行性。再次,以英国、德国、澳大利亚、日本、韩国为例,通过对国外职业资格证书制度的比较研究,为中等职业学校实施职业资格证书制度提供借鉴经验。本文重点对中等职业学校实施职业资格证书制度的现状进行了调查分析,指出了在实施职业资格证书制度过程中取得的成绩以及存在的主要问题。然后从政府部门和中等职业学校两个方面,提出了解决这些问题的对策。最后,本文对中等职业学校继续实施职业资格证书制度的未来进行了思考与展望。

【Abstract】 This paper is based on a thorough investigation and study of the recent situation and strategies of professional qualifications certificate system (PQCS) implemented in secondary vocational schools. The study is carried out by means of such scientific methods as survey, interviews, comparisons, statistical methods and literature reviews, so the result of the study will hopefully be utilized as the theoretical foundation of PQCS establishment, macro-management and making of relevant policies for the governments They may also serve as practicable theoretical guidelines of implementing the system successfully in secondary vocational schools. This paper firstly delineates such terms as profession, professional qualification, professional qualification certificate (PQC) and PQCS, gives a brief account of the basic functions of PQC, describes the basic status of the nationwide establishment of PQCS and authentication of professional techniques, and elaborates the significance of full-scale implementation of the system. Secondly, the paper makes an analysis of the PQCS in secondary vocational schools from the perspectives of Marxism, educational economics, modern education, Western education, and expounds the necessity and feasibility of PQCS implementation in secondary vocational schools in terms of law, policy, educational goals, labour market, present conditions of secondary schools etc. Thirdly, by comparison with the systems in Britain, Germany, Japan, South Korean the paper provides some useful references for the implementation of PQCS in China. The paper gives great priority to the investigation of the status quo of PQCS in secondary vocational schools, and the achievement and problems existing in implementation of the system. Then it recommends some strategies of solutions of the problems for the governments and the schools . Finally, the paper ends with thinking and prospect of implementing the system.
