我国普通高等师范院校本科教学质量内部保证策略研究

【摘要】 高校教学质量是高校的生命线,是高等教育质量的核心,因此世界各国都特别重视高校教学质量。教育质量与产品质量有很大差别,产品质量出了问题,不过是财产的损失,而教育质量出了问题,对受教育者与社会来说,具有不可补偿性。基于这一点,本文提出教育质量管理的标准是零缺点,管理的方法是预防。 本研究把关注焦点置于高等师范院校,因为目前高等师范院校的毕业生质量不尽如人意。调查表明,现在高等师范院校的毕业生整体素质随着高等教育大众化向纵深发展而呈下降趋势,用人单位对高等师范院校的毕业生越来越不满意。毕业生质量下降主要是由教学中出现的质量问题与高校扩招后教学条件不充分所致,因此,本文运用“零缺点质量管理理论”对高等师范院校的教学质量内部保证提出若干质疑,并就加强教学条件建设提出了一些建议,以期对毕业生质量的提高有所帮助。本研究首先通过文献查阅、问卷调查、访谈等方法了解并分析我国普通高等师范院校教学质量存在的一些问题,即质量意识不高,教学条件不充分,毕业生整体素质下降,等等。接着介绍并分析了质量管理理论——零缺点质量管理理论,旨在探求导致现有高等师范院校教学质量不高的原因,一是缺乏正确的质量观念;二是质量意识不高。本论文认为教学管理者、教学工作者以及为教学服务的工作人员应该树立正确的质量观念以及具备较强的质量意识。 基于以上的分析,本研究得出结论:要进行教学质量内部保证,提高教学质量,应该在零缺点质量管理理论的指导下研究实际可行的对策,并改善现有的教学条件。具体的实施对策包括:第一,树立正确观念;第二,建立质量教育体系;第三,设定符合高等师范院校的教学质量标准;第四,建立教学质量保证体系以及教学信息反馈系统,并最后形成错误消除系统;第五,加强教学条件建设,从教学队伍、课程、教材和其它教学基本建设入手开展工作。

【Abstract】 Abstract: The teaching quality is the lifeline of colleges and universities and it also is the nuclear problem of the quality of higher education, so all the countries in the world pay much attention to the teaching quality. The quality of education is different from that of product. The reason is that if the quality of product is not good, there is only the loss of property, on the contrary, if the quality of education is not good, there is no compensation for the receivers of education and our society. Based on that, the thesis brings forward a new idea that the standard of the educational management is "zero defect" and the approach of management is "prevention" .The paper only focuses on the normal colleges and universities, because no researcher has studied the subject roundly. The quality of the undergraduate of normal colleges and universities is not satisfying. The investigation suggests that the quality of the undergraduate of normal colleges and universities is decreasing with the popularizing in highereducation, and the clients-middle schools are not satisfied with theundergraduate of these schools. The reason of quality’ s decreasing is that there is something wrong with teaching quality and the teaching condition is not good. So, the paper adopts the theory of Zero Defect and questions the inner assurance of teaching quality of normal colleges and universities and gives some suggestions on teaching condition. Through investigating teachers in middle schools, interviewing teachers and leaders and consulting literature, the paper analyzes the existingproblems of teaching quality, that is, people’ s consciousness of quality is not strong, the teaching condition is not good, neither is the quality of undergraduate, and the clients are not satisfied with them, and so on.Then the paper discusses the theory-zero defect quality management.The aim is to search the reasons that cause to lower the teaching quality. Firstly, there is a lack of proper quality conceptions. Secondly, the quality conceptions are not strong. So the essay discusses that it is necessary for the leaders, teachers and other assistants of teaching to have proper quality conceptions and form strong conceptions.Based on the above analysis, the paper has the following conclusions: That the inner assurance of teaching quality need be built up and the teaching condition need be improved should adopt the "zero defect" quality management to guide to bring some practical strategies. Firstly, the leaders and the staff should form reasonable views. Secondly, to build up the educational system of quality is necessary. Thirdly, the paper creates the standard of teaching quality in normal colleges and universities. Fourthly, to build up the quality assurance system and to evaluate the teachers’ teaching regularly are good instruments to supervise and urge teachers. To build up feedback system of teaching information is to feed teaching information back and it is also necessary to form eliminating error’ s system, so the same errors can be avoided during the later teaching course. Fifthly, it is important to strengthen teaching condition, that is, to improve the teaching groups, curricula, teaching materials and other terms.
