汕头经济区发展研究

【摘要】 城市经济区的发展和划分问题是区域经济学研究的核心的问题。潮汕指汕头、潮州、揭阳三市，是一个独特的地理区域。他们的共同点是：①人多地少，②著名的侨乡，③紧靠香港、澳门、台湾，濒临西太平洋国际黄金航道，④潮汕无论从语言、文化、地理位置、生活方式、经济发展道路都是一个独特的地理区域，因而对城市经济区的研究是一个较好的案例。 汕头地区自1994年前后，经济开始出现滑坡，社会很多行业发展萎靡，社会消费降低，汕头人口开始外迁谋生，外地人不再把汕头看做创业的理想之地。至2000年初，汕头地区爆发了影响深远的汕头信用危机。由于汕头经济区和珠江三角洲拉开了一定的差距。汕头能否“基本形成立足特区、辐射粤东、拓展内地、服务全国、面向世界的全方位对外开放格局”?汕头能否再现“二十世纪30年代，汕头港口吞吐量居全国第三位”的辉煌?汕头作为一个经济特区和港口城市，为何落后于珠三角任何一个地级市?几个问题促使我们研究汕头，认识潮汕，给汕头地区一个恰当的定位和发展建议。论文主体由三个部分组成： 第一部分论述汕头经济区的历史发展特点。汕头经济区经历了揭阳经济区、前潮州经济区、汀洲经济区、潮州经济区和汕头经济区几个阶段。 第二部分对汕头经济区的经济区位进行探讨。论文从自然地理区位、人文地理区位(风水区位、港口区位、圈层区位和经济全球化)对汕头经济区的经济区位进行了探讨。 第三部分研究汕头经济区的城市职能。论文从定性和定量两个方面进行讨论：定性部分主要用双核结构理论和中心地理论论述汕头经济区城市职能配置的主要缺陷；定量部分采用劳动地域分工理论进行定量统计，聚类分析，得出汕头经济区职能(产业集群)的地区分异。文章由此认为，城市职能的空间结构研究亦分两个方面，理论宏观的定性研究是区域管制的理论基础，具有规律性；微观、具体的城市职能研究是认识现状，利于管理，是市场经济发展竞争的结果，具有偶然性。 论文最后论述汕头经济区发展中存在的一些问题和对策，进行汕头经济区的SWOT分析；整合汕头经济区城市职能，组建汕头大都市区；导入城市标志，防范汕头信用危机；发展产业集群，突出地区优势。更多还原

【Abstract】 The devepment of economy district and compartmentalizing is one of the core of regional economics. CHAOSHAN include SHANTOU, CHAOZHOU, JIEYANG, it is a alone geographical region. The common ground of them involve in more people but little terra; well-known native place of foreign Chinese; close to Hongkong, Macao, Taiwan. Near to international gold sea-route in the west of Pacific Ocean; No matter language, culture, geographical location, life style or economy development what CHAOSHAN is a special geographical region. It is one of preferable cases in studying city economy enclose.Since 1994, coast of the economy of SHANTOU region appeared. Many industries sagged, consuming of community reduced. Many people began to go out to live, the foreigner didn’t regard SHANTOU as ideal place in profit of them. The credit crisis break out in early 2000, the impact was large and deep. The economy of SHANTOU got behind of one of cities in Peal delta, It come true that "the situation of opening to whole disimention basing itself upon the SHANTOU specials, eradiating around the east of Guangdong, developing the inside, serving to entire country, looking on the world"? that "the throughput of SHANTOU port was the third in China in 1930’s "? As a special economy and port city, why SHANTOU lagged in Guangdong province?Several problems urge us to study CHAOSHAN, to get aptitude orientation and development advice. The paper constitutes three parts:In the first part, it addresses itself to the development characteristic of SHANTOU economy region. It’s core had come through JIEYANG, CHAOZHOU, TINGZHOU, CHAOZHOU and SHANTOU.In the second part, it studies the economy location of SHANTOU economy region, from physical geographical location, human geographical location, geomantic omen location, the competition of many ports, the circle theory to economy internationalizing.In the third part, it works over the functions of the cities in SHANTOU economy region, in both determining the nature and rational. The former in major relate the objection in state of cities in SHANTOU using both the dual-nucleus structure and the central theory; The latter elicits the differentiate in cities functions in SHANTOU region using divide the work inside one tract, through fix quantify stat of clustering analysis.Lastly, three questions have induced in SHANTOU economy region, they are abnormal developing, the non-reason in structure of cities functions, the geographical cause of SHANTOU credit crisis.
