【摘要】 商品住宅装修一次到位指新建集合式住宅在交钥匙前，所有功能空间的固定面全部铺装或粉刷完成，厨房和卫生间的基本设备全部安装完成，简称全装修。 如何评价住宅全装修的价值是摆在房地产开发企业、购房者和政府主管部门面前的重要问题。本文利用价值工程的基本原理，分析住宅全装修的功能和成本，通过功能成本比来探讨取得最大价值量的途径。 在功能分析中，本文认为住宅全装修应该具有美化居室、再塑和利用室内空间、保护及隐蔽结构和设备、提高住宅物理性能、环境保护和提高智能化水平等六项基本功能，每个功能又可分为若干子功能。通过对这些功能指标的评价打分，就可得到价值评价所需要的功能系数。考虑到各个指标的均衡性，文章应用了变权重综合评价模型，这样，任何一个方案的评分过低，都会导致该方案被放弃。在成本分析中，本文认为住宅全装修的成本应该按全生命周期成本考虑。因此，文章考虑资金的时间价值，计算出全装修价值评价所需要的成本系数。 文章根据功能系数和成本系数计算出价值系数，通过对价值系数的分析，文章建议房地产开发企业注重管理、注重装修设计，建议购房者综合考虑装修的功能与成本，建议政府主管部门加强监管、规范市场行为。更多还原

【Abstract】 The overall finishing of housing means, for a new aggregate residence, all fixed work space are fixed up and all facilities in kitchen and toilet are finished, abbreviating O.F..How to evaluate the overall finishing of a house is an important problem facing the real-estate enterprise, the consumer and the government. This paper analyzes the function and the cost of O.F.. With discussing the ratio of function to cost, the paper finds how to get the max value.When function analyzing, the paper points out that O.F. should owen some basic functions such as beautifying residence, utilizing interior space, hiding construction and equipment, raising house physical capacity, protecting environment, raising intelligent of the house, etc. Every function can be divided into several sub-functions. Marking for these function indices, it can get the function coefficient for value analysis. Thinking of the equilibrium of these indices, this paper evaluates the functions by variable weights. So that, if a case’s score is too low, it will be abandoned. When cost analyzing, the paper points out that the cost of O.F. should be life cycle cost. Based on capital time value, the paper works out the cost coefficient for value analysis.The ratio of function coefficient to cost coefficient is the value coefficient of O.F.. Through analyzing value coefficient of three cases, the paper gives advice for the enterprise to pay attention to management and finishing design, for the consumer to think of not only cost but also function of O.F., for the government to supervise and standardize the market.更多还原
