【摘要】 随着我国国民经济的持续快速发展，各产业部门的结构调整和产业升级，尤其面对我国加入WTO的新形势，各钢铁企业加快了钢铁工业战略性结构调整的力度。因此，本篇论文对改扩建钢铁企业总平面设计的理论与方法进行研究，希望为钢铁企业改扩建提供理论依据，促进改扩建企业总平面设计技术水平的提高。 本论文的内容主要包括以下几部分： (1)针对我国钢铁企业总平面布置系统的现状，分析钢铁企业总平面设计中存在的主要问题。 (2)改扩建钢铁企业总平面设计的理论与方法。主要介绍了改扩建钢铁企业总平面设计的依据与原则、改扩建钢铁企业的发展形式；剖析了系统布置设计方法在改扩建钢铁企业总平面设计中的应用方法；总结改扩建钢铁企业全厂总平面设计方案评价因素，并应用多层次模糊综合评价方法对改扩建钢铁企业总平面设计方案进行评价。 (3)从工艺设备、总平面布置系统、运输、竖向设计、管线综合、绿化美化、总图管理等方面提出钢铁企业改扩建的对策及途径。 (4)实例分析。对上海宝钢集团公司总平面设计的经验加以总结，提出山西新临钢公司改扩建的建议。更多还原

【Abstract】 Nowadays, steel complexes have strengthened strategic structure readjustment with quick and steady development of national economy, with structure readjustment and industrial upgrading of all industrial departments, especially with China’s entering the WTO. Therefore, the theory of general layout in the reconstructing and extending steel complex is studied, to provide theoretical basis and to increase technical competence of general layout in the reconstructing and extending steel complex.There are mainly four parts in this thesis. They are as follows.(1) The major problems in general layout of steel complex are analyzed, in accordance with the current situation in general layout system of steel complex in China.(2) The theory, such as basis and principle, development form, application of systematic layout planning (SLP), evaluation factors about general layout in the reconstructing and extending steel complex is introduced and discussed By applying multiple-level fuzzy evaluation method, general layout plan in the reconstructing and extending steel complex is evaluated.(3) The countermeasures and ways of the reconstructing and extending steel complex are proposed from the aspects of technique and equipment, general layout system, transportation, vertical design, pipe network, afforestation and beautification, general layout management and so on.(4) Case study.
