【摘要】 城市土地经营已经成为各级人民政府的共识，现在不是要不要进行城市土地经营，而是应该如何进行城市土地经营。选择土地收购储备制度作为城市土地经营的一种运作模式，是我国城市土地制度的一项创新，它是在我国土地使用制度改革、土地市场的发展及国有企业改制过程中应运而生的一种土地管理制度。城市土地收购储备制度的建立，对于规范和培育土地市场、增加政府的财政收入、促进城市规划的合理实施等都具有十分重要的意义。 本文在借鉴前人研究的基础上，运用比较研究和定性与定量分析相结合的方法，研究了城市土地经营的原理、城市土地收购储备运作模式和城市土地收购储备经营机制，并在此基础上，结合西安市城市土地经营的现状与问题，研究了西安市城市土地收购储备制度。文中提出了西安市城市土地经营的战略目标及其原则，分析了西安市城市土地收购储备的特点及运行过程中存在的问题，并重点探讨了西安市城市土地收购储备经营中产权机制、利益分配机制、供给机制、定价机制、融资机制、经营风险及防范机制等。 本文的研究成果能为西安市政府建立城市土地收购储备制度，进行城市土地经营的宏观决策提供科学的依据。更多还原

【Abstract】 Every government has realized that we must operate urban land. How to do it is a big problem our government is facing. The land buying and reserving system is one of the modes of operating urban land and an innovation of our urban land system. It is also a kind of land management system, coming from the reformation of land use system, the development of land market and the convention of state enterprises. The establishment of the urban land buying and reserving system is very important for cultivating and normalizing the urban land market, increasing the government finance and promoting the city layout rationally to be put into practice.With qualitative and quantitative analysis and contrastive studying, the paper explains the principle of urban land operation, and the operation mold and the running mechanism of urban land buying and reserving system referring to predecessors’ studies. With this understanding, it researches Xi’an urban land buying and reserving system combined with the present situation and problems of the Xi’an urban land operation. Then it puts forward the strategic goal and principle of Xi’an urban land operation and analyzes characters and problems in the system. Finally, the paper deeply studies property system, interest distribution system, supply system, price system, finance system, and risk and against system.The paper supplies a frame of reference in theory when the government sets up the system of urban land buying and reserving and makes macroscopical decisions.更多还原
