施工企业工程项目管理方法的优化与应用

【摘要】 目前,施工企业在工程项目管理中仍存在着一些深层次的问题,很大程度上阻碍了我国施工企业工程项目管理的发展,也影响了入世后施工企业竞争力的提高,因此,解决好工程项目管理中存在的种种问题,进一步提高工程项目管理水平,对于与国际惯例接轨,适应即将到来的国际化竞争有着非常重要的实际意义。 论文以河北省安装工程公司为对象,运用现代项目管理理论作指导,系统分析了施工企业在配套制度改革、用人机制、责权利分配、考核监督机制等方面存在的问题,在此基础上,提出了全面、全过程项目管理方法,并将之应用于工程实际,取得了很好的效果。论文重点研究了工程项目管理在组织机构选择和三大目标控制(质量、进度和成本)方面的管理方法改革和技术措施改进;给出了施工企业选择项目管理组织机构的原则;对影响施工质量、进度及成本的因素进行了分析,在此基础上,针对施工企业管理中存在的问题,提出了全面质量管理、全过程动态进度管理和成本管理的新方法。最后对施工企业工程项目管理配套体制改革提出了改进性的建议。

【Abstract】 Some deep administrative level problems still exits in the engineering project management of construction enterprises, which seriously affect the developing of project management of construction enterprises in China. At the same time it also affects the improvement of construction enterprise’s competitive capability after China entered WTO. It has significant meaning and practice value to solve the exiting problems and improve the engineering project management level, to adapt the international convention and competition.This paper took an example of Heibei Province Installation Engineering Co. and being instructed by modern project management theory, it systematically analyzes the problems exiting in the construction enterprise in the aspect of the accessory system reform, personnel employing mechanism, responsibility-right-benefit assigning system and supervising -inspection mechanism etc.. And based on this analysis, it brings up a comprehensive and whole course project management method. Moreover, the method has been put into practice and realized good results. The paper studied the management method reformation of construction enterprises in the choosing of organization form and the three major target management (quality, progress and cost) innovation and technical improvement. This paper also brought up the principle for choosing the form of organization mechanism; analyzes the factors which affects the construction quality, progress and cost. Based on this, it proposed a new method for full quality management and whole course dynamic progress managing as well as cost managing. At last, innovative suggestions was brought up concerning the accessory system reformation of construction enterprises project management.
