金融监管信息系统发展研究

【摘要】 本文通过借鉴国外发达国家银行监管信息化发展的经验，研究国外金融监管信息系统的现状，并对其发展特点进行分析，并且结合我国银行的特点和多年信息化建设的经验教训，对我国金融监管信息系统发展的现状、存在的问题和错误认识进行详细的阐述，提出构建基于数据仓库的金融监管信息系统。随后阐述了在金融监管信息系统中建设数据仓库的意义，并考虑到在数据仓库技术日益成熟的今天，建设数据仓库最大的障碍来自于数据采集，因此给出数据采集的具体建议。随后结合国外成功的案例进行详细分析，提出如何成功建设数据仓库的方法。在本文最后就我国如何建设金融监管信息系统阐述了我国建设基于数据仓库的金融监管信息系统的框架构思，并对于银行数据仓库的建设提出相关的建议。整个金融监管信息系统由后台支撑系统和前台专业监管系统两部分构成，其中后台支撑系统主要是以数据采集体系和数据仓库为主的技术平台，而前台专业监管系统主要是按照我国目前金融机构的性质划分的各种类别的金融监管系统。本文主要研究未来3-5年中我国金融监管信息系统的发展趋势，在充分考虑银行监管要求和信息技术发展趋势的基础上，展望我国银行监管信息化的发展方向。更多还原

【Abstract】 This paper introduces the development experience of bank supervision informationalization in developed countries, investigates the latest development of financial supervision information system in foreign countries, analyzes the features of their development, explains the status quo, existing problems and misunderstandings in regard to the development of financial supervision information system in China on the basis of years of experience in informationalization construction and the characteristics of Chinese banks and gives some suggestions on constructing financial supervision information system on the basis of data warehouse. Subsequently, this paper presents the significance of building data warehouse in financial supervision information system and points out that with increasingly mature technology nowadays, the biggest obstacle in constructing data warehouse lies in data collecting. Some concrete suggestions are provided accordingly on the basis of particular analyses of successful cases in foreign countries with a view to giving a specific method of data collection and a way of how to construct data warehouse. The paper finally illustrates the framework of financial supervision information system on the basis of data warehouse and gives some advice accordingly on how to construct bank data warehouse. The financial supervision information system consists of two parts: background supporting system, which is a technical platform that is mainly composed of data collection system and data warehouse, and foreground professional financial supervision system, which consists of various financial supervision system classified by the nature of financial institutes. This paper mainly studies the developing trend of financial supervision information system in China in the coming 3-5 years and prospects the developing direction of bank supervision informationalization on the basis of adequate consideration of the requirements of bank supervision and the developing direction of IT industry.更多还原
