【摘要】 城网建设与改造是利用城市供电企业一部分现有电力系统资源和生产资料，经过投资建设，形成新的、更高更新的城市供配电生产能力。城网建设与改造项目投资巨大，随着电力市场的开展，作为投资方的供电企业自主经营、自负盈亏，必将关注建设与改造项目的经济效益，对城网建设与改造项目的经济效益进行后评价，为进一步的投资决策提供参考势在必行。 本文在详尽分析项目后评价理论、方法的基础上，深入研究了城网建设与改造的特殊性，尝试建立了一套适用于城网建设与改造项目经济效益评价的指标体系，提出了区分“有无”城网改造项目效益与费用的方法，选取适合于改造项目的分析评价方法，进行城网建设与改造项目经济效益的后评价。 最后，运用本文所建立的指标体系和所提出的方法，对某地方供电公司某一期实际城网建设与改造项目的经济效益进行了实例分析。更多还原

【Abstract】 Urban network construction and reconstruction is a project that aims to form a newer and higher productivity of urban distribute network by taking use of parts of existing power system resource and product material. The investment of urban network construction and reconstruction project is very large. With the development of power market, the supply company has to manage itself and assume sole responsibility for its economic benefits or losses. As an investor, the supply company certainly will pay more intention on the economic benefits of the construction and reconstruction project. So, it is necessary to ex-post evaluation the economic benefits of urban network construction and reconstruction, and serve as a reference to the next investment.Firstly, this paper analyzed the theories and methods of ex-post evaluation in detail, and then it made a deep research on the particularity of urban network construction and reconstruction project. Thirdly, it built a set of index system that fit for the evaluation of the economic benefits of urban network construction and reconstruction project. Finally, it presented a new method that can compare thedifferences of the benefit and fare between different urban network reconstruction project and choose a suitable evaluating method to ex-post evaluation the economic benefits of urban network construction and reconstruction project.The proposed index system and method are applied to a practical urban network construction project of a supply company, and numerical results verify the correctness and validity of them.更多还原
