发电集团内部效绩评价模式研究

【摘要】 电力行业作为我国的基础性行业,长期以来存在着重安全生产、轻效率与效益的现象。为有效提高电力行业的效率和效益,增强其在加入WTO后的国际竞争力,我国的电力体制改革正在逐步的进行中。2002年,“厂网分开,竞价上网”的改革正式推动,同年底,新组建的五家发电公司、两家电网公司和四家辅业公司挂牌成立。 本文基于电力企业内外部环境的变化和企业集团加强内部管理等对效绩评价系统改进的需求,对发电集团内部效绩评价模式进行了研究。首先说明了文章的选题背景和现实意义,然后介绍了效绩评价的基本理论,接着对电力企业已有的效绩评价模式进行了讨论,接下来提出发电集团内部效绩评价的具体构想,这是本文的重点所在,最后,以该评价模式对某发电集团下属单位的效绩状况进行了实证分析。

【Abstract】 The power industry, as a fundamental industry in China, has thought much of the safety production while looked down on efficiency and benefits for a long time. In order to enhance its efficiency and competitive ability after the entry into WTO, the power reform of China is processing step by step. In 2002 , the reform of "seperating power plan and grid, selling with competitive cost" was put into execution formally, at the end of the 2002, five power company, two grid company and four company were founded.Based on the internal and external environmental changes and the demand for improving performance rating system in power industry, the thesis researches the performance rating on power enterprise group. The thesis mainly includes five parts: Firstly it presents the research background and realistic meaning , secondly it introduces the basic theories on performance rating, thirdly it discusses the present performance rating model of power industry, then it presents the concret performance rating model of power enterprise group, this is the key points of the thesis, finally it makes a demonstration analysis aimming at some power enterprise group .using the model presented.
