面向电子政务的决策支持系统的研究

【摘要】 电子政务最重要的内涵是运用信息和通信技术实现政府管理方式的革命,因此本文首先分析了电子政务的发展和现状,及信息技术在政府职能和管理方式转变过程中所发挥的作用。研究了现代电子政务系统的基本体系结构及采用的关键技术。针对电子政务的特点及其建设方案进行了系统的研究。 电子政务的一个重要作用是支持政府的宏观决策和运行控制,提高科学的决策和管理能力。本文给出的国家防洪抗旱决策支持系统的方案是一个完整的软件体系结构,包括防洪信息的接收处理、洪水预报、制定和实施防洪方案、估算洪灾损失、防洪组织管理等,使实现决策目标有了可靠的保障。决策方案的关键是使用有效的模型,并结合防洪专家的经验,解决洪水的调度问题。本文以水量平衡方程为依据建立的水位控制模型具有仿真性好、交互方便、计算快速等特点,既适用于实时调度,也能使防洪专家较好地发挥其经验。

【Abstract】 The subject of electronic governance is to realize revolution of government management by using information and communication technology. The article analyzed current status and development of electronic governance as well as role played by information technology in course of change of government function and management method. The basic structure of electronic governance and key technology are studied in the article. Systemic research is conducted in respect to feature and proposal of electronic governance.One important function of electronic governance is to support government for macro decision and operation control and to enhance ability of management and decision. The proposal presented by the article is a complete software architecture for decision supporting system for state flood and drought control, which includes flood information receiving and processing, flood prediction, design and implement of flood prevention proposal, estimation of loss by flood, flood prevention management, which provided reliable support for making decision. Effective model is key for a decision proposal, then experience of expert should be combined to solve flood management. Equation of water quantity balance which is taken as basis for water level control model has feature of good imitative and interactive as well as <WP=3>fast calculation therefore, it is suitable for real time control and for experts to apply his experience.
