复杂防洪系统调度决策支持系统研究与应用

【摘要】 流域防洪系统联合调度是提高流域防洪工程体系防洪能力的重要非工程措施,本文以黄河下游包含水库、河道与分滞洪区的复杂防洪系统为实例进行了流域防洪调度决策支持系统的研究。 论文系统地综述了流域防洪调度研究的发展过程,明确指出防洪调度决策支持系统是当前研究的热点。 针对我国流域中普遍存在的并联库群结构,论文提出包含不同防洪点重要性的系数β_i和选择调度模式的变量α_i的通用目标函数,为防洪会商决策,提供了有效的人工干预接口,根据实时性要求提出动态分配防洪库容的库容分配方法,体现了相机补偿的基本思想,通过动态修正在一定程度上可以削减不确定性造成的不利影响,结合分步迭代求解技术,能最大限度体现决策者的偏好,保障解的合理性和可操作性。 论文系统描述了流域防洪调度决策支持的总体设计思想,提出了复杂防洪系统的分解原理,建立了适应不同要求的模型库,并就调度方案的快速生成和会商分析平台构建进行深入研究。 论文以黄河下游防洪系统为背景,建立包括基本信息管理、短期洪水预报、水库(群)防洪调度、会商与灵敏度分析、方案管理、水雨情频率分析等6个相对独立的子系统,并辅以友好的人机交互界面集成为黄河下游防洪调度决策支持系统,满足了群决策会商的实用性要求。

【Abstract】 The united scheduling of basin flood control system is an important non-structural measure of flood mitigation to improve flood control ability of basin engineering system. A research on decision support system for basin flood control scheduling is presented by a case study of complicated flood control system of downstream basin of the Yellow River including reservoir, river channel, flood diversion area and flood detention area in this paper.In this paper, the development process of basin flood control scheduling research is systematically summarized, and definitely indicates that the decision support system for flood control scheduling is a hotspot of current research.Aim at ubiquitous parallel multi-reservoir structure in our country’s basin, the universal objective function including coefficient Bi embodying a spatial significance difference at different flood control points and variable ai denoting a selection of scheduling mode is established, which provide a valid intervenor interface for flood control consultation decision. According to the real-time requirement, a model of reservoir storage allocation is proposed, which embody basic idea of phasic compensation. Passing the dynamic correction to cut down the disadvantageous influence that indetermination result in on the certain degree, joining together the step alternation solving method, this model can maximally consider bias of decision makers, ensure the rationality and practicability of the solutions.In this paper, the total design of decision support system for basin flood control scheduling is systematically described; the decomposing principle for complicated flood control system is proposed, a models library satisfying the different requirement is established, and the quick creation of scheduling scheme and build of consultation and analysis system is thoroughly studied.By choosing flood control system of downstream basin of the Yellow River as the background, six relatively independent subsystem is established, which includes basic information management, real-time flood forecast, multi-reservoir flood control scheduling, consultation and analysis, scheduling scheme management, frequency analysis, and assist with friendly man-machine conversation to constitutes the Yellow River downstream flood control scheduling decision support system, which can satisfy the practicability requirements of decision-making.
