论新时期民办教育政策的变化及实践

【摘要】 党的十一届三中全会以来,我国的民办教育在改革开放的大潮中应运而生,民办教育政策也随着时代的发展而不断地进行着调整和变化,从而在实践中推动着中国的民办教育走上一条适合中国国情、富有生机活力的发展道路。 民办教育政策早在建国初期就已制定过,并且产生过积极的作用。新时期的民办教育是在“文革”后恢复的,进入八十年代后开始兴起和发展。新时期民办教育政策的变化及实践大致可以分为三个阶段:肯定群众办学阶段,鼓励支持、引导管理阶段和制度管理、依法规范阶段。每个阶段政策的发展变化不仅与中国教育事业的发展密不可分,也与中国改革开放的进程密不可分。正确的理论和政策指导着实践的进行,同时实践的发展变化也使得理论政策适时地做出回应。 新时期民办教育政策的变化及实践虽然只是新时期教育政策的一个方面,但是通过研究不难发现,这一线索从一个侧面反映出中国共产党探索中国特色社会主义道路的阶段性历程,体现出党和政府在改革开放进程中与时俱进的理论品质以及社会主义现代化事业不断走向成功的轨迹。 本文力求从党史研究的角度,以考察十一届三中全会以来民办教育政策的变化及实践出发,探析新时期民办教育政策的制定、调整、改变等诸多方面的原因,以期总结出新时期民办教育政策的历史经验教训。同时,针对目前民办教育发展中的问题,提出几点思考。

【Abstract】 Since the 3rd session 11th congress of CPC, the Chinese private education has appeared in the processing of the reform and opening, the policy of private education has reformed and changed in the processing, it has pushed the cause of private education to a suitable Chinese national conditions developing way.The policy of private education had been formulated at the beginning of PRC, and had produced positive functions. The new era private education had been resumed after the Culture Revolution and has been developed from the eighties. The changes and practices of the policies of the new era private education are division to three stages: the stage of agrees people to set up schools, the stage of encourage and the stage of criterion by law. The correct theories and polices direct practices, the development and changes of practices need responses of theories and polices at the same time. From agree people to set up schools to criterion by law; the course is that the CPC seek after the path of building socialism with Chinese characteristics.The article is planning to narrate from the point of view of party history; to review the development and changes of the private education pol icies from the 3rd session 11th congress of CPC, to analyses the reasons of polices changes, to acquire experiences and lessons from it.
