论技术性贸易壁垒对中国出口的影响及对策

【摘要】 随着全球经济一体化进程的不断加深，关税壁垒的作用将越来越弱，而以技术法规、技术标准、认证制度、检验制度等为主要内容的技术性贸易壁垒日益突出。我国已经加入世贸组织，与成员方的贸易将受到最惠国待遇和国民待遇，关税壁垒和许多非关税壁垒对我国外贸发展的影响将日渐减少，而技术性贸易壁垒的影响将会比“入世”之前更大。本文从技术性贸易壁垒的产生背景、主要形式和特点入手，系统地研究了《TBT协定》的内容、基本原则以及我国与该协议的差距和承诺；文章的第二部分通过我国几个主要行业遭遇到的技术性贸易壁垒案例事实和相关数据，具体分析了技术性贸易壁垒对我国出口产品的重大影响；文章最后一部分从我国的政府、企业、行业组织三个层面提出如何应对和跨越国外的技术性贸易壁垒的措施和立法建议，以期为建立和完善我国的技术性贸易壁垒体系提供一点借鉴。更多还原

【Abstract】 With the development of WTO and economic globalization, great changes have taken place with the trade protection methods. On the one hand, tariff level in most countries and traditional non-tariff measures such as quota and license have been cutting down in order to create wider freedom of international trade; on the other hand, the technical barriers to trade, as a more concealed trade protection measure, is becoming the main body of international trade barrier, especially for the developed countries. With China’s entry into the WTO, our enterprises are enjoying the benefit of trade liberation, meanwhile they are also facing the great impacts of technical trade barriers. Our export trade has been constricted by the technical barriers of developed countries. Therefore, it is very important to analyze the nature and features of technical barriers and find out suitable countermeasures.The first section of this paper will explore in details the background, contents and basic principles of the Agreement of Technical Barriers to Trade and discuss the disparity and promises of our country to this agreement. The second section will investigate great impacts of technical barriers on China’s export trade through analysis of concrete cases that our main industries have encountered. In order to overcome the restriction of the technical barriers to trade to our export trade, some suggestions and countermeasures are brought forward in the final section更多还原
